Huntsville sets residential building permit fees in section 7-192 of the City Code, which rewrites the adopted residential code provision on building permit valuations. Valuation takes in the total value of the work permitted, including electrical, gas, mechanical and plumbing equipment and other permanent systems, materials and labour. New one- and two-family dwellings are valued from floor area at one rate for heated area and a lower rate for unheated area and unheated basement, and the fee is that valuation multiplied by a fixed factor. Alterations, repairs and additions, and new townhomes or single-family attached dwellings, are charged the greater of a flat minimum or the total contract price multiplied by the same factor.
