Statewide summary — confirm with your building department before designing
No value on this row was changed by this audit, and the snow min and max columns are deliberately left NULL. New York deleted its own snow load map in the very code edition this row names, so there is no state range left to record and any range entered here would be invented. The 2025 Uniform Code took effect December 31, 2025 and the 2025 RCNYS is incorporated by reference at 19 NYCRR 1220.2. In the Department of State final draft that became that code, footnote o to Table R301.2 and the state figure it depended on, [NY] FIGURE R301.2(6) GROUND SNOW LOADS, Pg, FOR NEW YORK STATE, are both struck through. Footnote o now reads only: "The jurisdiction shall fill in this section of the allowable stress design table using the Ground Snow Loads in Figure R301.2(3)." Figure R301.2(3) is the national allowable stress design ground snow load map of the 2024 IRC. Two things follow. First, that map carries CS areas in which it declines to give a value and requires a site-specific case study, and grey areas above 140 psf whose values must be pulled from the ASCE 7 ground snow load geodatabase, so no closed upper bound exists for New York. Second, the quantity has changed: the column is now an allowable stress design ground snow load, pg(asd), which is not numerically the same thing as the pg the old state map gave, and the two must not be mixed. For reference only, the deleted state map carried contours of 20, 30, 40, 50, 60, 70 and 80 psf, running from 20 psf over New York City, Nassau and Suffolk up to 80 psf in Hamilton and Essex counties in the western Adirondacks. Those numbers are superseded and should not be used under the 2025 code. The 40 psf still shown in the ground_snow_load_psf column on this row is an artifact of that superseded map and should be treated as unverified. Two official New York sources conflict on the old elevation rule, and the previous version of this note reported it wrongly. Footnote o as printed in the 2020 RCNYS said to increase the mapped value by 2 psf for every 1,000 feet above 1,000 feet. 19 NYCRR 1220.3(a) amended that same footnote to read 2 psf for every 100 feet above 1,000 feet, and the Division of Building Standards and Codes technical bulletin of December 15, 2021 uses the 100 foot version and works an example with it. The regulation controls over the printed book, so 100 feet was correct under the 2020 code. Under the 2025 RCNYS the whole provision is gone, which is why the elevation rule no longer appears in this note as live guidance. The rest of the earlier audit stands. That technical bulletin states plainly that these values are not set statewide and that each authority having jurisdiction must establish them, that no statewide frost line depth or winter design temperature exists, that New York contains only seismic design categories A, B and C, and that the entire state falls in the severe weathering category. Seismic B was verified against the USGS ASCE 7-16 design maps at Site Class D and Risk Category II and covers New York City, Buffalo, Rochester and Albany; Syracuse computes to A and the far north around Plattsburgh computes to C. The 48 inch frost depth is one number standing in for a state where New York City and the Adirondacks have nothing in common and must be confirmed locally. The 110 mph wind speed is an ultimate design wind speed at Risk Category II and was not confirmed; Long Island and the New York City coast sit above it.
