FRA Track Safety Standards (49 CFR Part 213)

The federal Track Safety Standards govern minimum track conditions on all railroads that are part of the general railroad system of transportation. Part 213 establishes nine track classes with speed limits keyed to track geometry, structure, and inspection condition — from Class 1 (10 mph freight) through Class 9 (200 mph). It is the regulation FRA track inspectors enforce, and the reference used to classify and maintain every mainline, siding, and yard track in the United States.

FRA Bridge Safety Standards (49 CFR Part 237)

Part 237 requires every track owner with railroad bridges to adopt a written Bridge Management Program covering inspection, load rating, and repair. It federalizes what had been industry practice: annual bridge inspections by qualified inspectors, determination of bridge load capacity by a railroad bridge engineer, and documented review before modifying or exceeding the rated capacity of any railroad bridge.

FRA Passenger Equipment Safety Standards (49 CFR Part 238)

Part 238 sets federal safety standards for intercity and commuter passenger rail equipment: structural crashworthiness (including the Tier system keyed to operating speed), fire safety, emergency systems, brake requirements, and periodic inspection, testing, and maintenance. Tier I covers operation up to 125 mph; Tier II 125-160 mph; Tier III up to 220 mph in dedicated territory.
