The 2010 ADA Standards (DOJ) and PROWAG (U.S. Access Board) are public domain and free in full. ICC A117.1 is the referenced technical standard in the IBC and is readable free on ICC Digital Codes.
ADA Standards for Accessible Design→
The ADA Standards for Accessible Design establish minimum requirements for new construction and alteration of facilities covered by the Americans with Disabilities Act. Published by the Department of Justice, they incorporate the ADA Accessibility Guidelines (ADAAG) developed by the U.S. Access Board. The standards ensure buildings and facilities are accessible to people with disabilities.
Public Rights-of-Way Accessibility Guidelines→
PROWAG establishes accessibility requirements for pedestrian facilities in the public right-of-way, including sidewalks, pedestrian signals, street crossings, curb ramps, and shared-use paths. Published by the U.S. Access Board as a final rule in August 2023, it applies to state and local government construction and alteration of pedestrian facilities.
