Technical (or Technical Service) Representative. See Manufacturer's Representative. 101 2023 Standard Specifications for Highway Construction Page 19 of 715 Temporary Benchmark (TBM). A control station established for the purpose of providing authoritative vertical control for the work. A TBM may or may not have an established horizontal position. Topsoil. Surface soil suitable for seed germination a nd the support of vegetative growth.
