The chief administrative officer of the Department, as established by 40- 503, Idaho Code and the Director’s authorized agents. Disadvantaged Business Enterprise ( DBE ) Authorized Representative. The person delegated by the owner of the DBE firm to represent the firm in the absence of the owner.
