The point at which the project (1) can be safely and effectively used by the public without further delays, disruption, or other impediments; and (2) pavement structure, shoulder, drainage, sidewalk, permanent signing and markings, guardrail and other traffic barrier, safety appurtenance, utilities, lighting and all bridge deck and parapet work is complete. For projects that will not be opened to the traveling public or are being built in phases, the work is substantially complete when it is ready for the subsequent project. SUBSTRUCTURE. All portions of a bridge below the bearings of simple and continuous spans, skewbacks of arches and tops of footings of rigid frames, including backwalls, wingwalls, and wing protection railings.
