Substantial Completion

The point at which the Department deems all contract items are complete excluding any warranties or vegetation growth. Superintendent. The contractor's authorized responsible representative in charge of the work. Supplemental Agreement. A written agreement signed by the Department and the contractor for performing work beyond the scope of the original contract that the Department elects to perform in conjunction with the existing contract. When the work is to the point the traveling public can safely use the improvements without further delays, disruption, or impediments. For conventional bridge and highway work, substantial completion is when existing bridge removal, bridge deck, parapet, pavement structure, shoulder, permanent signing and markings, traffic barrier, and safety appurtenance work is c omplete.

A project is substantially complete when it is open for safe and convenient use by the traveling public, and all necessary safety features are in place; or, if not to be opened to traffic, when it is ready for the subsequent project. Substructure. All of the structure below the bearings of simple and continuous spans, skewbacks of arches and tops of footings of rigid frames, including the backwalls, wingwalls and wing protection railings. Successor. An activity that is defined by schedule logic to succeed another activity. The start or finish date of a successor may be controlled by its predecessor. Superintendent. See Contractor. Superstructure. The entire structure except the substructure. Supplemental Agreement. A written agreement for the performance of work that is beyond the scope of the original contract but which the Department elects to perform in conjunction with the existing contract.
