For safe and effective use by the public it is the point at wh ich all the following Work is complete (or as otherwise defined in the Contract):  Bridge deck;  Pavement Structure;  Shoulder;  Permanent signing;  A minimum of one (1) application of striping;  Traffic barrier;  Signalization and Lighting; and  Safety appurtenances.
