Surcharge. Additional fill material above the proposed grade line for the purpose of adding weight. Surety. See Contractor. Surface Course. One or more layers of a pavement structure designed to accommodate the traffic load; the top layer of which resists skidding and traffic abrasion. The top layer is sometimes called “Wearing Course.”
