How this jurisdiction calculates the fee
The combined plan check and building permit fee comes from Exhibit A of the Anaheim Building Division fee schedule. The amount is read from a table entered by occupancy classification, project square footage step, and construction-type tier (Tier 1 for Type IA/IB, Tier 2 for Type IIA/IIIA/VA, Tier 3 for Type IIB/IIIB/IV/VB): a base dollar amount at the square-footage step plus a stated amount for each additional 100 square feet or fraction thereof. Of the combined fee, 62% is the plan check portion and 38% is the permit/inspection portion. Separate mechanical, electrical and plumbing permit fees are assessed by type and number of fixtures. Projects outside the listed classifications are estimated by the Building Official, who may require a Depositor's Trust Fund deposit. Valuation for reporting purposes is set from International Code Council published guidelines or the Orange County Assessor Valuator Schedule. Figures are from the Exhibit A edition published by the Building Division on 24 August 2026 at DocumentCenter/View/39709, which replaced the prior edition in place at the same URL: every base amount rose by roughly 3 percent and the per-100-square-foot increments are now stated in whole dollars rather than to the cent. The exhibit states no resolution number, referring only to "the Resolution to which this exhibit is attached"; the City's Fees and Rate Schedule index page still links a superseded 2019 copy of the same exhibit at DocumentCenter/View/529 carrying materially lower figures.

How this jurisdiction calculates the fee
Balcony and deck permits are charged as a flat fee for the base area from the Building Division's Miscellaneous Services and Permit Items schedule (Exhibit B), plus a charge for each additional 100 square feet. SUPERSEDED 2026-09-03: the PDF Anaheim publishes at this same DocumentCenter URL has been replaced in place with a schedule carrying an across-the-board uplift of roughly three percent, so every previously stored figure was low. Balcony or deck up to 300 s.f. rose $527.00 to $543.00, each additional 100 s.f. $118.00 to $122.00, the Building Division minimum permit fee, re-inspection hourly minimum and residential investigation hourly minimum all $182.00 to $188.00, and permit extension $114.00 to $118.00. Exhibit B prints no effective date or resolution number, so the date of adoption of the current edition could not be established from the document itself. | 2026-09-24 (lane B run 1728) HELD, CITED DOCUMENT NOT READABLE, NO FIGURE CHANGED. www.anaheim.net now sits behind a Cloudflare security-verification interstitial that returns HTTP 403 to curl, to headless Chromium, and to every alternate path tried (/DocumentCenter/View/39712 without the slug, the apex host, plain HTTP). Per lane policy the challenge was NOT solved. Two independent WebFetch reads of the same DocumentCenter URL were taken to confirm presence only, and THEY DISAGREE WITH EACH OTHER on exactly the rows that sit in multi-column tables: the "600 volt or less and over 200 amps and up to 500 amps" line came back as $435.00 in one read and $48.00 in the other, "over 500 amps and up to 1000 amps" as $496.00 and $435.00, and "each water heater and/or vent" as $64.00 and $49.00. That is the documented WebFetch PDF-table misalignment failure, not evidence of a fee change, so NOTHING was concluded from it and NO FIGURE WAS TOUCHED. Every figure NOT in one of those tables did come back verbatim across both reads and matches what is stored ($26.00/$0.26, $23.00, $14.00, $63.00, $32.00, $4.00, $2.00, $11.00, $16.00, $6.00, $48.00 and $32.00 residential appliances, $64.00/$142.00/$188.00 power apparatus, $565.00 over 1000 amps, $32.00 conduits/raceways/bus ways, $188.00 minimum permit fee). The four service-band lines and the water-heater line are UNVERIFIED this pass. Row left unstamped so it returns first in the next rotation; re-check when anaheim.net is reachable. NOTE for the next pass: this row already carries a 2026-09-03 in-place-replacement correction, so Anaheim is a jurisdiction that revises this PDF silently at a stable URL and deserves priority once readable. | 2026-09-25 (lane B run 1754) HELD, NEW SCOPE DEFECT FOUND, NO FIGURE CHANGED. anaheim.net still returns a Cloudflare 403 to curl and to headless Chromium and the challenge was NOT solved, but the Exhibit B DocumentCenter PDF did come back through WebFetch this pass, twice, consistently. Five of the six stored figures verify verbatim: "Balcony or deck (up to 300 s.f.) each $543.00", "Additional balcony or deck each 100 s.f $122.00", "Minimum Permit Fee each $188.00", "Investigation for work done without permit(Residential) per hour Minimum 1 hour $188.00", "Permit Extension each $118.00". THE SIXTH DOES NOT. Exhibit B prints "Re-inspection fee | each Minimum**** | $752.00", with "Outside of normal business hours during week days | per hour Minimum 1 hour | $188.00" on the line ABOVE it and "Weekend inspection service | each Minimum**** | $376.00" on the line below. Our stored "Re-inspection fee, per hour minimum = $188.00" carries the amount AND the unit of the out-of-hours line, not the re-inspection line. $752.00 = 4 x $188.00 and $376.00 = 2 x $188.00, i.e. the **** footnote is a multi-hour minimum, so the reading is internally coherent and was identical across two independent reads. It is NOT being written in: per lane policy a figure is never rewritten on WebFetch PDF-table output alone, and this is the exact jurisdiction where two WebFetch reads disagreed in run 1728. Row left UNSTAMPED. NEXT PASS: if anaheim.net becomes directly readable, read Exhibit B with pdftotext -layout and either correct this line to $752.00 each (4-hour minimum) or withdraw this finding. RE-VERIFIED 2026-09-28 (lane B, pipeline run 98). anaheim.net returned HTTP 200 to a plain client for the first time in three passes; the Cloudflare security interstitial that blocked runs 1728 and 1754 was absent, no challenge was solved, and all three Exhibits were downloaded and read in full with pdftotext -layout. THE RUN 1754 FINDING AGAINST THE RE-INSPECTION LINE IS WITHDRAWN. Exhibit B, read from the real bytes, prints three consecutive Inspection Services rows: "Outside of normal business hours during week days | each | Minimum **** | $376.00"; "Re-inspection fee | per hour | Minimum 1 hour | $188.00"; "Weekend inspection service | each | Minimum**** | $752.00". The stored line, re-inspection fee at $188.00 per hour with a one hour minimum, is verbatim correct in both amount and unit. Run 1754's two WebFetch reads had shifted the table by one row AND transposed $376 and $752, which is how they produced the apparent finding that the re-inspection fee was $752.00 each on a four-hour minimum. That finding was never written into the data, and this pass confirms the lane policy that produced that restraint: never rewrite a figure from WebFetch PDF-table output. Every figure on every Anaheim row in this batch re-reads verbatim, including the three per-square-foot electrical rates that Exhibit C prints without a leading zero as "$ .26", "$ .23" and "$ .14".

Electrical permit fees for new residential buildings are charged per square foot with a base charge for the first 100 square feet, while alterations and modifications to existing buildings are charged per item under the unit fee schedule (Exhibit C). ○Fence/wall review Flat fee $49.00 | $49.00 |
How this jurisdiction calculates the fee
Planning Division review of a fence or wall is charged as a flat review fee. SUSPECTED SUPERSESSION, UNRESOLVED, recorded 2026-09-10: the stored amount is $49.00, but two independent reads of the cited page (https://www.anaheim.net/5557/Fence-and-Wall-Zoning-Permit) on 2026-09-10 both returned the single sentence "The fee for fence/wall review is $46." The stored figure was NOT changed, because the only reads available on this pass were WebFetch reads - direct fetches of anaheim.net were refused by this environment's egress for the whole pass - and Lane B does not conclude that a figure changed from WebFetch output alone. Neither $49 nor $46 has been picked. THIS ROW IS THE FIRST THING THE NEXT PASS SHOULD CHECK: fetch the page directly, and if it reads $46, rewrite the amount and note that Anaheim reduced the fence/wall review fee. The other four Anaheim rows (deck, electrical, retaining_wall, water_heater) were re-read in full against the Building Miscellaneous Services Fees, Mechanical/Plumbing/Electric Permit Fees and Water Heater Replacement PDFs on 2026-09-10 and every figure was confirmed unchanged. 2026-09-11 UPDATE, STILL NOT RESOLVED AND DELIBERATELY STILL NOT STAMPED: a third independent read of the cited page again returned the single sentence "The fee for fence/wall review is $46." Direct curl fetches were impossible again this pass - the environment egress proxy refused CONNECT to every host, anaheim.net included - so Lane B again declined to change the figure on WebFetch output alone. NEW THIS PASS: the City Planning and Zoning Fees schedule (anaheim.net DocumentCenter/View/22436, "Effective August 2026") was read in full and contains NO fence or wall review line at all, and Exhibit B Building Miscellaneous Services Fees prices only masonry fences over 7 feet ($519.00 up to 100 l.f., $142.00 each additional 100 l.f., pilasters $188.00 and $48.00). The cited web page is therefore the ONLY published source for this fee, and it reads $46. One direct fetch of https://www.anaheim.net/5557/Fence-and-Wall-Zoning-Permit closes this out. | 2026-09-14 (lane B run 1131), RESOLVED AFTER FIVE PASSES: runs 671, 681, 698 and 712 each read "$46" for the fence/wall review fee via WebFetch and correctly refused to change the row. anaheim.net was reached DIRECTLY this pass (curl, HTTP 200, 72KB) and the page reads verbatim "The fee for fence/wall review is $49." The stored $49 is CORRECT and the $46 was a WebFetch rendering artifact. fee_source_url set to the cited page. This item is closed; future passes should not re-open it on a WebFetch reading alone.

○Minimum Permit Fee, each Flat fee $188.00 | $188.00 |
○Re-inspection fee, per hour minimum Flat fee $188.00 | $188.00 |
How this jurisdiction calculates the fee
Re-roofing is a flat-fee item in Exhibit B, Miscellaneous Services and Permit Items, of the Anaheim Building Division fee schedule. The charge depends on the roofing system and the roof area: one flat fee covers lightweight re-roofing without structural work up to 3,000 square feet, a higher flat fee covers tile roofing requiring structural calculations up to 2,000 square feet, and each has an add-on charge for every additional 1,000 square feet. The Building Division minimum permit fee applies where the itemized total would be lower. Figures are from the Exhibit B edition published by the Building Division on 24 August 2026 at DocumentCenter/View/39708, which replaced the prior edition in place at the same URL and raised every flat fee by roughly 3 percent. Note that the City's Fees and Rate Schedule index page still links a 2019 copy of the same exhibit at DocumentCenter/View/530 carrying lower figures; that copy is superseded. The exhibit states no resolution number, referring only to "the Resolution to which this exhibit is attached".

○Minimum Permit Fee, each Flat fee $188.00 | $188.00 |
How this jurisdiction calculates the fee
Retaining wall permits are charged by wall height band for the first 50 linear feet, plus a charge for each additional increment of wall of the same height, from the Building Division Miscellaneous Services and Permit Items schedule (Exhibit B). SUPERSEDED 2026-09-03: the PDF Anaheim publishes at this same DocumentCenter URL has been replaced in place with a schedule carrying an across-the-board uplift of roughly three percent, so every previously stored figure was low. 4-6 ft up to 50 l.f. rose $331.00 to $341.00, its additional increment $92.00 to $94.00, engineered 1-8 ft $802.00 to $827.00 with its additional increment $182.00 to $188.00, engineered over 8 ft $1,009.00 to $1,040.00 with its additional increment $248.00 to $256.00, and the minimum permit fee $182.00 to $188.00. How this jurisdiction calculates the fee
Anaheim publishes no shed or accessory-storage-building fee. A one-story detached accessory building used as a tool or storage shed is exempt from a building permit at 120 square feet or less; above that a permit is required, but Exhibit A's combined plan check and building permit table has no shed or accessory-building occupancy classification and Exhibit B's miscellaneous permit items list contains no shed line (it prices garages, carports, covered porches and patio covers, but not sheds). Exhibit B instead provides that a fee not listed is determined by the Building Official at published hourly rates for plan check/office services and for inspection services, that projects outside the listed classifications are estimated by the Building Official based on complexity and size, and that a minimum permit fee applies to any permit. The dollar figures below are those general provisions, not a shed-specific price. Figures are from the Exhibit B edition published by the Building Division on 24 August 2026 at DocumentCenter/View/39708, which replaced the prior edition in place at the same URL and raised these rates by roughly 3 percent. The City's Fees and Rate Schedule index page still links a superseded 2019 copy of the same exhibit at DocumentCenter/View/530.

Plumbing permit fees are set by the City of Anaheim adopted schedule of fees, charges and rates for building, construction and NPDES permits, services and activities, Exhibit E (Plumbing Permit Fees). A water heater is charged as a single unit item under the unit fee schedule; the plumbing minimum permit fee applies when the itemized total is lower. SUPERSEDED 2026-09-03: the combined Mechanical/Plumbing/Electrical PDF at the DocumentCenter URL has been replaced in place, raising each water heater and/or vent from $75.00 to $78.00 and the plumbing minimum permit fee from $182.00 to $188.00. Exhibit E prints the fee column offset above its item labels, so these two amounts were resolved by word coordinates rather than line order; item 6 (water heater and/or vent) is $78.00 and item 7 (gas piping system of 1 to 5 outlets) is $110.00. The exhibit prints no effective date or resolution number. | 2026-09-25 (lane B run 1754) HELD, SECOND CONSECUTIVE PASS, NO FIGURE CHANGED. Same cause as the sibling electrical row: the Mechanical/Plumbing/Electrical PDF at DocumentCenter/View/39712 sits behind the anaheim.net Cloudflare interstitial and was not re-read, so "each water heater and/or vent = $78.00" stays unverified. Not solved, not guessed, left unstamped.
