How this jurisdiction calculates the fee

Fremont is a classic valuation-table city. The Master Fee Schedule effective July 1, 2026 sets combined plan check and inspection fees in valuation brackets, each expressed as a base amount for the bottom of the bracket plus a marginal charge per additional $1,000 of valuation, with the marginal rate declining as valuation rises. Valuation is floored by Master Fee Schedule Exhibit 1, Minimum Acceptable Building Permit Valuation per Square Foot. A per-record building application fee is charged in addition. Three notable add-ons stack on the base fee: a Community Planning Fee at 15 percent of building plan check and permit/inspection fees, a Permitting Technology Fee at 3 percent of plan review and inspection services, and a Green Building inspection charge. New single-family dwellings also pay a per-dwelling-unit construction tax. The state-mandated Building Standards Administration (SB 1473) and strong-motion instrumentation surcharges are collected at rates set by the State of California.

Common residential electrical work is priced as a flat Express Permit fee rather than per outlet or per device. A main panel replacement or upgrade and a residential EV charging unit each carry the same flat amount. Residential solar PV is its own flat amount up to 15 kW with a per-kW adder above that. Larger or commercial electrical work that does not fit an express category falls back to the valuation-bracket plan check and inspection fees, with a published minimum plan check and minimum inspection.
