How this jurisdiction calculates the fee
New construction, commercial tenant improvements and residential additions are charged a plan check fee and a separate inspection/permit fee, each read from the variable fee tables for new construction in the City of Fresno Master Fee Schedule. A table is entered by occupancy type and class, by project square-footage threshold, and by construction type group (Group A/B or Group C): a base cost per project at the threshold plus a cost per square foot between thresholds. Mechanical, plumbing, electrical and energy plan check items associated with new construction are included in those square-foot base fees. Added to all building permits are a General Plan and related document update and maintenance surcharge of 12.83% and a Technology - Entitlement Processing System Update surcharge of $23.79. Two state-mandated charges also apply and are not city fees: the California Building Standards Commission permit surcharge, which steps up with permit valuation, and the Strong-Motion Instrumentation and Seismic Hazard Mapping (SMIP) seismic fee, which is established by the California Department of Conservation and subject to periodic change. For building services not listed, or determined by the City Building Official to be beyond the regular effort in the schedule, a blended hourly rate applies. Fees marked with a caret are adjusted each July 1 by the 12-month change in the CPI for Urban Wage Earners and Clerical Workers for the San Francisco-Oakland-Hayward area.

How this jurisdiction calculates the fee
The City of Fresno Master Fee Schedule publishes no shed or storage-building fee line. A one-story detached accessory structure of 120 square feet or less accessory to a one- or two-family dwelling is exempt from a building permit; above that a permit is required, and the schedule prices it as new construction from the variable fee tables, entered by occupancy type and class, square-footage threshold and construction type group, with a base cost per project plus a cost per square foot between thresholds. The only accessory-structure occupancy class printed in those tables is U-1 : Garage, Carport. The schedule also provides that for any building service not listed, or determined by the City Building Official to be beyond the regular effort established in the schedule, a blended hourly rate applies. Added to all building permits are a General Plan update and maintenance surcharge of 12.83% and a Technology - Entitlement Processing System Update surcharge of $23.79, plus the state California Building Standards Commission permit surcharge and the state SMIP seismic fee, which are not city fees.
