Topsoil and Compost Art. 211.03 97 on the fabric will only be permitted to establish an initial working platform. No vehicles or construction equipment shall be allowed on the fabric prior to placement of the granular blanket. The granular material shall be placed to the full required thickness and compacted before any loaded trucks are allowed on the blanket. Fabric damaged during installation or subsequent placement of granular material shall be repaired or replaced.
