103 - AWARD AND EXECUTION OF CONTRACT 100 - 21 SECTION 103 AWARD AND EXECUTION OF CONTRACT 103.1 AWARD OF CONTRACT a. Lowest Responsible and Responsive Bidder. (1) If awarded, the Secretary will award the contract to the lowest, responsible, and responsive Bidder. The lowest bidder is the Bidder who offers to complete the Project at the lowest dollar cost as determined in subsection 103.1b.
