Cities that price permits differently
These cities don’t publish a dollar table a $30,000 fee can be computed from honestly, so they’re listed by method rather than given a guessed number.
- Provo: Priced from the 1997 UBC fee chart on ICC valuation; plan review 65%. No city dollar table.
- Orem: Read from Table 3A of the 1997 Uniform Administrative Code; plan review the lesser of 65% or actual cost.
- Draper: 100% of the ICC schedule; plan review 65%; $500 deposit at submittal.
- Cottonwood Heights: 100% of the IBC building valuation data table; plan review 65%.
- Riverton: 1994 Modified UBC Table 1-A; residential plan check 45%.
- Herriman: Separate tiered tables for new homes, multi-family, other residential work and non-residential; plan review 65%.
- Sandy: Flat fees banded by valuation (e.g. addition under $10,000: $345; remodel under $5,000: $169).
- South Jordan: Flat fees by permit type, banded by valuation (e.g. residential remodel, lowest band: $217).
- West Valley City: Flat fee by project type (e.g. basement remodel from $53, varies by square footage).
- Spanish Fork: Permit fee "as set by 2021 IRC"; residential plan check $499 per plan.
- American Fork: Plan review 65% of the permit fee; $1,000 deposit on new residential plans.

What drives the difference
Most Wasatch Front cities still use a descendant of the 1997 Uniform Building Code fee table, which is why Clearfield, Layton, Lehi, Kaysville and Murray land within a dollar of each other. The spread comes from three places: cities that rewrote the table (Salt Lake City, Syracuse, West Jordan), how much plan review adds (20% in Clearfield, 65% in Salt Lake City), and cities that dropped valuation pricing for flat fees (Sandy, South Jordan, West Valley City).
