Chula Vista's Master Fee Schedule does not itself publish an exemption list; the city applies the California Building and Residential Code exemptions adopted by ordinance, which cover one-story detached accessory structures up to 120 sq ft, fences up to 7 feet, non-surcharged retaining walls up to 4 feet from the bottom of the footing, and platforms and walks not more than 30 inches above grade. The fee schedule's own retaining-wall category starting at 4 feet is consistent with that trigger.
