Contra Costa County requires a permit for a deck.
Under the county's Construction Work Not Requiring a Building Permit handout, a freestanding deck at an R-3 or U occupancy can skip the building permit only when three limits all hold — 200 square feet maximum area, 30 inches maximum height above grade, and no attachment to the dwelling — and the exemption is lost where the deck serves the dwelling's code-required exit door.
