Do you need a permit?
Modesto requires a permit for a retaining wall.
Modesto publishes no local retaining wall amendment, so the adopted CBC/CRC 105.2 rule applies: a retaining wall is exempt only when it is not over 4 feet in height measured from the bottom of the footing to the top of the wall, does not support a surcharge (no slope or structure loading it) and does not impound flammable liquids. Taller or surcharged walls need an engineered permit.
