Retaining wall permit checklist — Modesto, California

Assembled from Modesto’s own published permit rules. Every line below is quoted from a city document and linked to it. Nothing here is generated, estimated, or inferred from another jurisdiction.

Do you need a permit?

Modesto requires a permit for a retaining wall.

When a permit is not required

Modesto publishes no local retaining wall amendment, so the adopted CBC/CRC 105.2 rule applies: a retaining wall is exempt only when it is not over 4 feet in height measured from the bottom of the footing to the top of the wall, does not support a surcharge (no slope or structure loading it) and does not impound flammable liquids. Taller or surcharged walls need an engineered permit.
