Valuation is set by the building official from either the ICC valuation tables or the contract value, whichever is greater, and drives both the building permit fee and the plan review fee. Certain small scopes are priced flat instead: a minor permit covering a single trade is $105, one spanning several trades reverts to valuation, and heating and cooling work and re-roofing are $175. Construction excise tax, strong motion, green building, general plan and a 10 percent technology surcharge are collected on top, along with the city business operations tax when a licensed contractor holds the permit. The city's average-cost page quotes $95.00 totals for several single-trade minor permits, below the $105 adopted fee; both are recorded as published.
