Santa Ana requires a permit for a retaining wall.
Santa Ana applies the California Building Code threshold: retaining walls over 4 feet measured from the bottom of the footing to the top of the wall require a permit, as does any wall of any height that supports a surcharge such as a slope, driveway or structure above. Walls at or under 4 feet without a surcharge are exempt from the building permit.
