Adopted Construction Codes

These are the state-level code editions for Connecticut. They apply in New Britainunless a verified local adoption or amendment is noted — in local-adoption states, confirm the city or county's own code editions with the building department.

CodeEditionAdoption
CSBC — 2022 CONNECTICUT STATE BUILDING CODE (with Errata #1) — the umbrella state code itself, not one of the model books inside it. Title verbatim from the state's own published document: "2022 Connecticut State Building Code (w/ Errata #1) ED: October 1, 2022". IT ADOPTS A 2021-VINTAGE ICC SUITE: 2021 IBC, 2021 IRC, 2021 IEBC, 2021 IPC, 2021 IMC, 2021 IECC, 2021 ISPSC, 2020 NFPA 70 (NEC), and 2017 ICC A117.1. *** NOT THE 2026 CONNECTICUT STATE BUILDING CODE AND NOT A 2024 ICC BASE. The 2026 CSBC exists as a complete drafted document and is NOT LAW: as of 2026-09-09 it is still awaiting the Legislative Regulation Review Committee of the Connecticut General Assembly, its originally announced 2026-07-01 effective date has come and gone, and the administering agency (DAS Office of the State Building Inspector) states plainly that "we await approval of the next codes by the Legislative Regulation Review Committee of the Connecticut General Assembly, and therefore the effective date has been delayed." ANY CONNECTICUT ANSWER DATED AFTER JULY 2026 THAT ASSUMES THE 2026 CODE TOOK EFFECT ON SCHEDULE IS WRONG.2022 Connecticut State Building Code (with Errata #1, 2023-04-12), s 101.1.1 and the Adopted and Referenced Publications list; adopted under Conn. Gen. Stat. s 29-252 (State Building Inspector/Codes and Standards Committee to adopt the State Building Code) and applied by Conn. Gen. Stat. ss 29-252a and 29-253 (code is the building code for all towns, cities and boroughs and all state agencies). Successor instrument, DRAFTED BUT NOT ADOPTED: 2026 Connecticut State Building Code, draft for Legislative Regulation Review Committee dated 2025-12-02, CGA regulation-review docket 2025-11-25 (proposed and resubmitted versions on file), no effective date. · source ↗
IBC — International Building Code2021 IBC, as amended by the 2022 Connecticut State Building Code (with Errata #1, 2023-04-12). Connecticut does NOT adopt the IBC as a free-standing book: it adopts a suite of 2021 I-Codes by reference and publishes ONE consolidated state code document containing the Connecticut amendments to each. NOT the 2024 IBC — the 2022 CSBC, base edition 2021, remains the code in force as re-confirmed on the DAS Office of the State Building Inspector regulations page on 2026-09-09.2022 Connecticut State Building Code (with Errata #1, 2023-04-12), s 101.1.1 and the Adopted and Referenced Publications list; Conn. Gen. Stat. ss 29-252, 29-252a and 29-253 · source ↗
IEBC — International Existing Building Code2021 IEBC — "2021 International Existing Building Code", named in the Adopted and Referenced Publications list of the 2022 Connecticut State Building Code and amended by its Part "Amendments to the 2021 International Existing Building Code". Effective 2022-10-01 under Conn. Gen. Stat. s 29-252. *** STILL IN FORCE ON 2026-09-25 DESPITE HAVING BEEN SCHEDULED FOR REPLACEMENT ON 2026-07-01: the Office of the State Building Inspector states that the 2026 Connecticut State Building Code (based on the 2024 I-Codes) "were expected to take effect on July 1, 2026, but at this time, we await approval of the next codes by the Legislative Regulation Review Committee of the Connecticut General Assembly, and therefore the effective date has been delayed." NEARLY THREE MONTHS PAST ITS OWN ANNOUNCED DATE AND STILL NOT LAW. DO NOT RECORD 2024.2022 Connecticut State Building Code (with Errata #1, 2023-04-12), Adopted and Referenced Publications list and the Part titled "Amendments to the 2021 International Existing Building Code"; adopted under Conn. Gen. Stat. s 29-252. ADOPTING SENTENCE VERBATIM: "Pursuant to section 29-252 of the Connecticut General Statutes the following national model codes, as amended herein, are adopted and shall be known as the 2022 Connecticut State Building Code". EDITION ENTRY VERBATIM, from the Adopted and Referenced Publications list: "2021 International Existing Building Code". EFFECTIVE DATE PRINTED IN THE CODE: "October 1, 2022". READ FIRST-HAND in the 2022 Connecticut State Building Code itself (portal.ct.gov, Office of the State Building Inspector) — THE ADOPTING INSTRUMENT, not a summary of one. THE CONNECTICUT MECHANISM IS UNUSUAL AND IS THE REASON THIS ROW'S CITATION LOOKS DIFFERENT FROM MOST: THERE IS NO SEPARATE ADOPTING RULE TO FIND. The state code IS the adopting instrument and IS the amendment volume — one document names every model code it adopts, prints Connecticut's amendments to each, and states its own effective date. The sibling CSBC row 6bbf3a93 records the same document as a code type in its own right. *** STALE-DATE WARNING RECORDED AT THE TIME OF WRITING: the Office of the State Building Inspector's code-adoption page, read 2026-09-25, states the 2026 codes "were expected to take effect on July 1, 2026" and that "the effective date has been delayed" pending approval by the Legislative Regulation Review Committee. NAMED NEXT FETCH: portal.ct.gov/das/office-of-state-building-inspector/building-and-fire-code-adoption-process — RE-READ IT BEFORE TRUSTING THIS ROW AFTER 2026-12-31. The 2026 code is based on the 2024 I-Codes and its draft amendments are posted at .../building-and-fire-code-adoption-process/documents. · source ↗
IECC — International Energy Conservation Code2021 IECC (2021 International Energy Conservation Code), as amended by the 2022 Connecticut State Building Code (with Errata #1, 2023-04-12). NOT the 2024 IECC — the 2026 Connecticut codes that would adopt it were expected 2026-07-01 but are still awaiting Legislative Regulation Review Committee approval as of 2026-09-08 and are NOT in effect.2022 Connecticut State Building Code (with Errata #1, 2023-04-12), s 101.1.1 and Adopted and Referenced Publications; Conn. Gen. Stat. s 29-252 · source ↗
IFC — 2021 IFC, as amended by the 2022 Connecticut State Fire Safety Code (Part III), with Errata #1 (2023-04-11). Connecticut does NOT adopt the IFC as a free-standing book: the 2022 CSFSC is a single state-published volume whose Part III adopts the ICC model text by reference and overlays a large Connecticut amendment layer, and whose Part IV separately adopts NFPA 101 (2021) for buildings permitted before 2006-01-01. Adopting words verbatim: "International Fire Code(R) of the International Code Council, Inc., 2021 edition, except as amended, altered or deleted and by the addition of certain provisions as indicated in this code." NOT the 2024 IFC. CURRENCY CHECKED THIS RUN: the successor codes based on the 2024 I-Codes are NOT in force. DAS states verbatim: "The next state building, fire safety, and fire prevention codes were expected to take effect on July 1, 2026, but at this time, we await approval of the next codes by the Legislative Regulation Review Committee" and that "the effective date has been delayed". Do not advance this row to 2024 until an LRRC approval and a stated effective date appear.2022 Connecticut State Fire Safety Code (with Errata #1, 2023-04-11), Part III "Amendments to the 2021 International Fire Code", ss 100.1 and 100.10; administered under Conn. Gen. Stat. chapter 541 · source ↗
IMC — International Mechanical Code2021 IMC2022 Connecticut State Building Code (Errata #1), Introduction; Conn. Gen. Stat. 29-252 · source ↗
IPC — International Plumbing Code2021 IPC (2021 International Plumbing Code, International Code Council), as amended by the 2022 Connecticut State Building Code (with Errata #1, 2023-04-12). NOT the 2024 IPC. Connecticut does not adopt the IPC as a free-standing document: it adopts the ICC model text by reference and overlays a state amendment layer, and the "Adopted and Referenced Publications" list of the 2022 CSBC names "2021 International Plumbing Code". Adopting words verbatim: "Pursuant to section 29-252 of the Connecticut General Statutes the following national model codes, as amended herein, are adopted and shall be known as the 2022 Connecticut State Building Code". SCOPE OF THE PLUMBING CODE, verbatim from CSBC s 101.4.3 (itself a Connecticut amendment): "The provisions of the International Plumbing Code shall apply to the installation, alterations, repairs and replacement of plumbing systems (including equipment, appliances, fixtures, fittings and appurtenances) where such systems are connected to a water or sewage system and to all aspects of a medical gas system." NOTE THE STATE-ADDED TAIL - MEDICAL GAS SYSTEMS ARE PULLED INTO THE PLUMBING CODE BY CONNECTICUT, WHICH THE MODEL SECTION DOES NOT DO. APPLICABILITY, verbatim: "The requirements of the 2022 Connecticut State Building Code shall apply to all work for which a permit application was made on or after the date of adoption."2022 Connecticut State Building Code (with Errata #1, 2023-04-12), Adopted and Referenced Publications ("2021 International Plumbing Code") and s 101.4.3; adopted pursuant to Conn. Gen. Stat. s 29-252 · source ↗
IRC — International Residential Code2021 IRC, as amended by the 2022 Connecticut State Building Code (with Errata #1). Connecticut does not adopt the IRC as a free-standing document: it adopts a suite of 2021 I-Codes and publishes ONE consolidated state volume of amendments to them, and the operative residential law is the 2021 IRC as modified by pages 119-157 of that volume. CURRENCY, CHECKED THIS RUN AND THE ANSWER MATTERS: THE 2022 CODE IS STILL THE CODE IN FORCE. A 2026 Connecticut State Building Code based on the 2024 I-Codes has been drafted (Code Amendment Subcommittee began reviewing proposed amendments 2024-01-10; public comment closed 2025-10-11) and WAS EXPECTED TO TAKE EFFECT 2026-07-01, but the adopting agency states it "await[s] approval of the next codes by the Legislative Regulation Review Committee" and NO EFFECTIVE DATE HAS BEEN SET. DO NOT RECORD 2024 FOR CONNECTICUT — an approved-but-unfiled successor is not an adoption, the same trap seen on Nevada R205-24. Re-check the DAS building-and-fire-code-adoption-process page for an LRRC approval and a stated effective date before advancing this row.2022 Connecticut State Building Code (with Errata #1, 2023-04-12), s 101.1.1 and Adopted and Referenced Publications; Conn. Gen. Stat. ss 29-252, 29-252a and 29-253 · source ↗
NEC — National Electrical Code (NFPA 70)2020 NEC — "2020 NFPA 70, National Electrical Code, of the National Fire Protection Association Inc.", named in the Adopted and Referenced Publications list of the 2022 Connecticut State Building Code and made operative by CSBC s 101.4.8 (an ADDED Connecticut section). Effective 2022-10-01 under Conn. Gen. Stat. s 29-252. *** CONNECTICUT HAS NO SEPARATE ELECTRICAL CODE AND NO ELECTRICAL-BOARD ADOPTING RULE: THE NEC IS LAW HERE BECAUSE THE BUILDING CODE SAYS SO. *** STILL IN FORCE ON 2026-09-25 DESPITE HAVING BEEN SCHEDULED FOR REPLACEMENT ON 2026-07-01 — the 2026 Connecticut codes await approval by the Legislative Regulation Review Committee and the effective date "has been delayed". DO NOT RECORD 2023 OR 2024.2022 Connecticut State Building Code (with Errata #1, 2023-04-12), Adopted and Referenced Publications list and s 101.4.8 (added by Connecticut in the Part "Amendments to the 2021 International Building Code"); adopted under Conn. Gen. Stat. s 29-252. ADOPTING SENTENCE VERBATIM: "Pursuant to section 29-252 of the Connecticut General Statutes the following national model codes, as amended herein, are adopted and shall be known as the 2022 Connecticut State Building Code". EDITION ENTRY VERBATIM, from the Adopted and Referenced Publications list: "2020 NFPA 70, National Electrical Code, of the National Fire Protection Association Inc." THE OPERATIVE SENTENCE, VERBATIM, CSBC s 101.4.8 (ADDED BY CONNECTICUT — IT IS NOT MODEL IBC TEXT): "The provisions of the 2020 NFPA 70, National Electrical Code, shall apply to the installation of electrical systems, including alterations, repairs, replacement, equipment, appliances, fixtures, fittings and appurtenances thereto." EFFECTIVE DATE PRINTED IN THE CODE: "October 1, 2022". READ FIRST-HAND in the 2022 Connecticut State Building Code itself (portal.ct.gov, Office of the State Building Inspector) — THE ADOPTING INSTRUMENT, not a summary. I did NOT inherit the edition from the sibling CSBC row 6bbf3a93, which already names the same code: I read the publications list and s 101.4.8, and the two now agree from independent reads (the sibling-inheritance trap that bit runs 1607, 1655 and 1689). *** STALE-DATE WARNING RECORDED AT THE TIME OF WRITING: the Office of the State Building Inspector's code-adoption page, read 2026-09-25, states the 2026 codes "were expected to take effect on July 1, 2026, but at this time, we await approval of the next codes by the Legislative Regulation Review Committee of the Connecticut General Assembly, and therefore the effective date has been delayed." NAMED NEXT FETCH: that page, before trusting this row after 2026-12-31. · source ↗
