IECC — International Energy Conservation Code2024 IECC (residential) and 2024 IECC / ANSI-ASHRAE-IES Standard 90.1-2022 (commercial and high-rise residential) - EFFECTIVE APRIL 11, 2026. THIS ROW PREVIOUSLY SAID "2018" AND WAS WRONG AS OF 2026-04-11. Secretary's Order No. 2026-CCE-0002 (March 10, 2026) approves final amendments to 7 DE Admin. Code 2101, Regulations for State Energy Conservation Code, adopting by reference, verbatim, "the 2024 IECC for new residential building construction" and "the 2024 IECC/ASHRAE 90.1-2022 for commercial and high-rise residential building construction", with "Effective Date of the Amendment: April 11, 2026". The prior Delaware position, stated in the same order, was: "In June of 2020...the Department adopted by reference the 2018 IECC and ASHRAE 90.1-2016." DELAWARE IS NOW AHEAD OF THE 2021 TEXT THIS SITE SERVES - an EDITION GAP IN THE OPPOSITE DIRECTION FROM THE USUAL ONE, and the reason the old 2018 value here was doubly wrong.7 DE Admin. IFC — NONE — DELAWARE ADOPTS NO EDITION OF THE INTERNATIONAL FIRE CODE AND NO ICC CODE APPEARS ANYWHERE IN ITS STATEWIDE FIRE REGULATION. DELAWARE IS AN NFPA STATE: the statewide fire code is NFPA 1, FIRE CODE, 2024 EDITION together with NFPA 101, LIFE SAFETY CODE, 2024 EDITION, adopted in their entirety by the State Fire Prevention Commission at 1 Del. IFGC — International Fuel Gas Code2015 IFGC — the 2015 International Fuel Gas Code, adopted by the State Board of Plumbing, Heating, Ventilation, Air Conditioning and Refrigeration Examiners at 24 DE Admin. Code 1800 § 4.0 ("Code Adoption"), in the SAME SENTENCE that adopts the 2015 IMC. ADOPTING SENTENCE VERBATIM: "The Board hereby adopts the 2015 International Mechanical Code (IMC) and the 2015 International Fuel Gas Code (IFC), as amended. The Board reserves the right to modify both codes, by further rulemaking, as it deems appropriate." *** ABBREVIATION BUG IN THE INSTRUMENT ITSELF — DO NOT "CORRECT" THIS ROW TO IFC. Both 24 Del. C. § 1806(c) and 24 DE Admin. Code 1800 § 4.0 abbreviate the International Fuel Gas Code as "(IFC)". The spelled-out name is "International Fuel Gas Code" in both, so the referent is unambiguous; only the abbreviation is wrong. DELAWARE ADOPTS NO EDITION OF THE INTERNATIONAL FIRE CODE AT ALL — it is an NFPA state (see sibling IFC row: NFPA 1 2024 / NFPA 101 2024 at 1 Del. Admin. Code 701). A reader or a future run that reads "(IFC)" in § 4.0 as the Fire Code will get Delaware exactly backwards. *** METHOD NOTE, FIRST-HAND THIS RUN: § 4.0 was found by ENUMERATING THE REGULATION'S EIGHT SECTION HEADINGS rather than reading its body — 1.0 General Provisions, 2.0 Plumbing Licensing Requirements, 3.0 HVACR Licensure Requirements, 4.0 CODE ADOPTION, 5.0 Continuing Education and Renewal Audits, 6.0 Reserved, 7.0 Voluntary Treatment Option, 8.0 Crimes substantially related to plumbing services. Three earlier runs read the licensing sections, found no edition, and recorded the negative for the whole regulation. *** THE ROLLING STATUTE IS NOT BEING FOLLOWED, AND THE FUEL GAS CASE IS WORSE THAN THE MECHANICAL ONE. 24 Del. C. § 1806(c) commands the Board to adopt the most recent IMC and IFGC "within 1 calendar year of their issuance". The Board last acted in 2015. THE 2018, 2021 AND 2024 INTERNATIONAL FUEL GAS CODE EDITIONS HAVE ALL PASSED WITHOUT BOARD ACTION — the enforceable Delaware fuel gas edition is ELEVEN YEARS OLD. Under § 1806(d), read verbatim this run, EVERY county, city and municipal government in Delaware MUST enforce the IFGC "as adopted or modified by" this Board; a subdivision wanting different fuel gas rules must submit them in writing and the Board has 60 days to adopt, modify or reject. So fuel gas in Delaware is STATEWIDE AND MANDATORY even though Delaware has no statewide building code at all (16 Del. C. § 7601 leaves building codes permissively local).24 DE Admin. IMC — International Mechanical Code2015 IMC — the 2015 International Mechanical Code, adopted by the State Board of Plumbing, Heating, Ventilation, Air Conditioning and Refrigeration Examiners at 24 DE Admin. Code 1800 § 4.0 ("Code Adoption"). ADOPTING SENTENCE VERBATIM: "The Board hereby adopts the 2015 International Mechanical Code (IMC) and the 2015 International Fuel Gas Code (IFC), as amended. The Board reserves the right to modify both codes, by further rulemaking, as it deems appropriate." *** THIS OVERTURNS THREE PRIOR RUNS. Runs before this one concluded that 24 DE Admin. Code 1800 "is licensing and continuing-education rules and names NO code edition". THAT IS WRONG: regulation 1800 has EIGHT sections and SECTION 4.0 IS TITLED "CODE ADOPTION". The prior runs read the licensing sections and never reached § 4.0. The edition was in the Board's own regulation the whole time. *** IT ALSO REFUTES THE BCAP HEARSAY. The secondary source previously recorded on this row said "Delaware Mechanical Code: Adopts the 2018 International Mechanical Code (IMC)". THERE IS NO 2018 IMC ADOPTION IN DELAWARE. The Board is on the 2015 IMC. *** AND IT SHOWS THE ROLLING STATUTE IS NOT BEING FOLLOWED — WHICH IS THE READER-FACING POINT. 24 Del. C. § 1806(c) commands the Board to adopt "the most recent version of the International Mechanical Code (IMC) and the International Fuel Gas Code (IFC) within 1 calendar year of their issuance". The Board last did so in 2015. THE 2018, 2021 AND 2024 IMC EDITIONS HAVE ALL COME AND GONE WITHOUT BOARD ACTION. So the statute says "most recent" and the enforceable adopted edition is the 2015 IMC — and under § 1806(d) EVERY county, city and municipal government in Delaware must enforce the IMC "as adopted or modified by" this Board. A reader told "Delaware follows the latest IMC" is being misled; the instrument says 2015.24 DE Admin.
