Adopted Construction Codes

These are the state-level code editions for Illinois. They apply in Peoriaunless a verified local adoption or amendment is noted — in local-adoption states, confirm the city or county's own code editions with the building department.

CodeEditionAdoption
IBC — International Building CodeROLLING TWO-EDITION WINDOW, NOT A FIXED YEAR — "the current edition or most recent preceding edition" of the International Building Code, "including Appendix G and excluding Chapters 11, 13, and 29" (20 ILCS 3105/10.09-1(a)(2)(A)(i)). As of 2026-09-08 that resolves to EITHER THE 2024 IBC OR THE 2021 IBC, both satisfying the statute; that is a COMPUTED answer with an as-of date, not an adopted year, and it moves by itself when the ICC next publishes, with no Illinois legislation. Frozen per project by 10.09-1(a): the requirements in effect on January 1 of the year the permit was applied for (or construction began) are "the only requirements that apply for the duration of the building permit or construction". SEPARATE, WIDER WINDOW FOR JURISDICTIONS THAT DO HAVE THEIR OWN CODE — 20 ILCS 3105/10.18(e)(1) "baseline building code": "the edition of the International Building Code, including Appendix G, first published by the International Code Council during the current year or preceding 9 calendar years with the least restrictive provisions for structural design", i.e. as of 2026 the 2018, 2021 and 2024 editions are all in the window. NOT a 2024-only state; NOT a fixed-edition state at all.20 ILCS 3105/10.09-1(a)(2)(A)(i) (Capital Development Board Act, certification of inspection) and 20 ILCS 3105/10.18(e)(1) (baseline building code); P.A. 103-510, eff. 1-1-24, changes applying beginning 1-1-2025 per 10.09-1(h); P.A. 104-417, eff. 8-15-25 · source ↗
IEBC — International Existing Building CodeROLLING TWO-EDITION WINDOW, NOT A FIXED YEAR, AND NOT AN ADOPTION — "the current edition or most recent preceding edition" of the International Existing Building Code, reaching Illinois by the SAME compliance-certificate mechanism as the IBC row (2ef7561a) rather than by any adoption of the IEBC as law. Commercial buildings in NON-BUILDING-CODE JURISDICTIONS only. In force for newly constructed commercial buildings since 2011-07-01 and for substantially improved ones for work commenced on or after 2025-01-01. A SECOND, SEPARATE mechanism sets a floor under LOCAL codes from 2025-01-01: the "baseline existing building code" at 20 ILCS 3105/10.18(e)(1). DO NOT RECORD A YEAR. There is no single IEBC edition in force in Illinois, and any one year written here would be wrong for some jurisdiction.20 ILCS 3105/10.09-1(a)(2)(A)(ii) (Capital Development Board Act — certification of inspection, non-building-code jurisdictions) and 20 ILCS 3105/10.18(e)(1) (baseline existing building code); P.A. 103-510, eff. 1-1-24, with changes applying beginning 1-1-2025. Administered by the Capital Development Board. Statewide, commercial, non-building-code jurisdictions only. AGENCY TEXT READ FIRST-HAND 2026-09-25, VERBATIM from the Capital Development Board's Building Codes & Regulations page: "IEBC© and IBC© (1/1/25 Incl. App G., Excl. Ch 11, 13, 29). Current edition or most recent preceeding edition." — listed by CDB under commercial buildings that are state-funded or in jurisdictions without a local code, cited by CDB to 20 ILCS 3105/10.09-1. STATUTORY TEXT, VERBATIM at 10.09-1(a)(2)(A): "the current edition or most recent preceding edition of the following codes published by the International Code Council: (i) the International Building Code, including Appendix G and excluding Chapters 11, 13, and 29; (ii) the International Existing Building Code;". NOTE ON verified_at: SET. The edition language was read first-hand today from the administering agency's own published code list. The ilga.gov statute text itself returned ROBOTS_DISALLOWED on three attempts in this run and was NOT re-read here; the verbatim statutory quote above is carried from the sibling IBC row, which an earlier run sourced from that statute directly. · source ↗
IECC — International Energy Conservation Code2024 IECC — the 2024 International Energy Conservation Code, including published errata but EXCLUDING published supplements (published May 2024), incorporated by reference. EDITION CHANGED THIS RUN FROM "2021": Illinois left the 2021 IECC on 2025-11-30. Adopted TWICE, once per subpart, in identical words: s.600.300(a) (privately funded COMMERCIAL facilities) and s.600.400(a) (RESIDENTIAL buildings). Separate and NEWER-STILL layer: the ILLINOIS STRETCH ENERGY CODE, s.600.200(a) and s.600.305 (commercial) on the 2024 IECC FINAL DRAFT and s.600.405 (residential) on the 2021 IECC, eff. 2025-01-01 (48 Ill. Reg. 14276) — mandatory for STATE-FUNDED facilities, optional-by-adoption for municipalities.71 Ill. Adm. Code 600.300(a) and 600.400(a); 49 Ill. Reg. 15562, eff. 11/30/2025; authority Section 15 of the Energy Efficient Building Act [20 ILCS 3125] and the Capital Development Board Act [20 ILCS 3105] · source ↗
IFC — NOT ADOPTED STATEWIDE — Illinois has NO statewide International Fire Code. The statewide fire/life-safety standard is NFPA 101 Life Safety Code (2015 ed.), adopted in its entirety with OSFM modifications, plus NFPA 1 Fire Code (2015 ed.) to a limited extent, effective 2020-01-01. The IFC operates in Illinois ONLY by LOCAL adoption, and only the 2012, 2015 and 2018 editions are recognized by the state as equivalent to the state standard.41 Ill. Adm. Code 100.7(b) (and 100.3(g)(5)); 43 Ill. Reg. 10008; authority 425 ILCS 25/9 · source ↗
IL Plumbing — Illinois Plumbing Code (not editioned)77 Ill. Adm. Code 890 (Illinois Plumbing Code), Illinois Department of Public Health. AUTHORITY, VERBATIM from the official version: "Implementing and authorized by Section 35 of the Illinois Plumbing License Law [225 ILCS 320]." SOURCE/amendment history, VERBATIM in relevant part: "Filed August 20, 1969; ... Part repealed, new Part adopted at 17 Ill. Reg. 21516, effective December 1, 1993; ... amended at 22 Ill. Reg. 21540, effective December 1, 1998; amended at 28 Ill. Reg. 4215, effective February 18, 2004; amended at 29 Ill. Reg. 5713, effective April 8, 2005; amended at 38 Ill. Reg. 9940, effective April 24, 2014." The Part is organised in thirteen Subparts A-M (Definitions and General Provisions; Plumbing Materials; Joints and Connections; Traps and Cleanout; Interceptors, Separators and Backwater Valves; Plumbing Fixtures; Hangers, Anchors and Supports; Indirect Waste Piping and Special Waste; Water Supply and Distribution; Drainage System; Vents and Venting; Plumbing Systems/Correctional Facilities; Inspections, Tests, Maintenance and Administration). · source ↗
IMC — International Mechanical CodeNOT ADOPTED STATEWIDE — ILLINOIS HAS NO STATEWIDE MECHANICAL CODE OF ANY KIND, MODEL OR STATE-WRITTEN. There is no adopted edition to record, and recording one would be wrong. The word "mechanical" DOES NOT APPEAR ANYWHERE in 20 ILCS 3105/10.09-1 (the section that sets the minimum codes for non-building-code jurisdictions) NOR ANYWHERE in 20 ILCS 3105/10.18 (the baseline-building-code and local-code-reporting section), both read on the Illinois General Assembly's own host. The statutory minimum set at 10.09-1(a)(2) is CLOSED AND ENUMERATED and mechanical is simply not in it: (A)(i) International Building Code "including Appendix G and excluding Chapters 11, 13, and 29"; (A)(ii) International Existing Building Code; (B) National Electrical Code (NFPA); (C) Energy Efficient Building Code and Illinois Stretch Energy Code (Energy Efficient Building Act ss 15, 55); (D) Illinois Accessibility Code (Environmental Barriers Act s 4); (E) Illinois Plumbing Code (Illinois Plumbing License Law s 35); (F) rules under Fire Investigation Act s 9. THE IMC OPERATES IN ILLINOIS ONLY BY LOCAL ADOPTION, municipality by municipality, and the locally adopted editions genuinely run from the 1980s to the 2020s — the CDB directory shows Brookfield on a 1987 mechanical code and Bradley and Calumet City on 2021, i.e. A THIRTY-FOUR-YEAR SPREAD INSIDE ONE STATE. Any single year served as "the Illinois mechanical code" is false for almost every address in the state. Contrast the sibling IL rows: IBC/IRC are rolling two-edition statutory windows, IPC is NOT ADOPTED because Illinois writes its own plumbing code, IFC is NOT ADOPTED because NFPA 101 is the state standard — and IMC is not adopted because the legislature never listed a mechanical code at all.20 ILCS 3105/10.09-1(a)(2) (Capital Development Board Act — minimum codes for non-building-code jurisdictions; enumerates IBC, IEBC, NEC, Energy/Stretch Energy, Accessibility, Plumbing and Fire Investigation Act rules, and names NO mechanical code); 20 ILCS 3105/10.18(a)-(c) (local-code reporting duty and CDB publication mandate); P.A. 103-510, eff. 1-1-24, changes applying beginning 1-1-2025 per 10.09-1(h) · source ↗
IPC — International Plumbing CodeNOT ADOPTED — AND NO MODEL PLUMBING CODE IS. Illinois adopts NEITHER the International Plumbing Code NOR the Uniform Plumbing Code. Neither phrase appears anywhere in the governing Part. The statewide plumbing code is the ILLINOIS PLUMBING CODE, 77 Ill. Adm. Code 890, WRITTEN BY THE STATE ITSELF — roughly 120 sections across Subparts A-M plus Appendix A and Tables A-Q and Appendices B-K, all Illinois-authored original text. Section 890.110 Applicability, verbatim: "The rules in this Part govern the design and installation of new plumbing or plumbing systems and the alteration of plumbing systems." AUTHORITY verbatim: "Implementing and authorized by Section 35 of the Illinois Plumbing License Law [225 ILCS 320]." Administered by the Illinois Department of Public Health. Last amended at 38 Ill. Reg. 9940, effective April 24, 2014 (the current Part dates to the 1969 filing, repealed and re-adopted at 17 Ill. Reg. 21516 eff. 1993-12-01).77 Ill. Adm. Code 890 (Illinois Plumbing Code), authority 225 ILCS 320/35; last amended 38 Ill. Reg. 9940 · source ↗
IRC — International Residential CodeROLLING TWO-EDITION WINDOW, NOT A FIXED YEAR, AND ONLY A DEFAULT — "the current edition or most recent preceding edition" of the International Residential Code, as of 1/1/2024 and EXCLUDING IRC PARTS IV (Energy Conservation) AND VII (Plumbing), per 815 ILCS 670/15 (Illinois Residential Building Code Act). As of 2026-09-08 that window resolves to EITHER THE 2024 IRC OR THE 2021 IRC, both satisfying the statute; that is a COMPUTED answer with an as-of date, not an adopted year, and it moves by itself when the ICC next publishes, with no Illinois legislation. NOT a 2024-only state and NOT a fixed-edition state. THE IRC IS ILLINOIS'S FALLBACK, NOT ITS CODE: it governs only new residential construction in jurisdictions that have NOT adopted their own residential building code, and even there the builder may instead use the residential building code of any municipality or county WITHIN 100 MILES of the home if the purchaser and builder agree. Where a local residential code exists, THAT local code governs; from 1/1/2025 its structural-design provisions must be at least as stringent as the IRC.815 ILCS 670/15 (Illinois Residential Building Code Act, Section 15); cross-referenced by 20 ILCS 3105/10.09-1(e) (Capital Development Board Act); local-code reporting duty added by P.A. 103-510 · source ↗
NEC — National Electrical Code (NFPA 70)ROLLING TWO-EDITION WINDOW, NOT A FIXED YEAR, AND NOT AN ADOPTION — "the current edition or most recent preceding edition" of the National Electrical Code (NFPA 70), reaching Illinois by the SAME compliance-certificate mechanism as the IBC and IEBC rows rather than by any statewide adoption of the NEC. Commercial buildings in NON-BUILDING-CODE JURISDICTIONS only. DO NOT RECORD A YEAR: as of 2026-09 the window would be the 2023 and 2026 NEC, but the statute names no edition and the answer changes by itself each NFPA cycle with no Illinois action. Illinois has NO statewide electrical code for residential construction and no state electrical licensing code adopting the NEC.20 ILCS 3105/10.09-1(a)(2) (Capital Development Board Act — certification of inspection, non-building-code jurisdictions), as listed by the Capital Development Board; P.A. 103-510, eff. 1-1-24, with changes applying beginning 1-1-2025. Administered by the Capital Development Board. Statewide, commercial, non-building-code jurisdictions only. AGENCY TEXT READ FIRST-HAND 2026-09-25, VERBATIM from the Capital Development Board's Building Codes & Regulations page: "NEC© Current edition or most recent preceeding edition." — listed by CDB among the codes required for commercial buildings that are state-funded or located in jurisdictions with no local code, and cited by CDB to 20 ILCS 3105/10.09-1, 20 ILCS 3125/15, 20 ILCS 3125/55, 410 ILCS 25/5, 77 Ill. Adm. Code 890.110 and 41 Ill. Adm. Code 100.3. NOTE ON verified_at: SET. The edition language was read first-hand today from the administering agency's own published code list, which is the instrument that tells an Illinois inspector what to certify against. The ilga.gov statute text returned ROBOTS_DISALLOWED on three attempts in this run and was not re-read here. · source ↗
