Fort Wayne requires a permit for a retaining wall.
A retaining wall that is decorative only and not functional does not need a Land Use permit under the Allen County and Fort Wayne Department of Planning Services Residential Permit Guide; additional permits or approval may be required if the project is located within a floodplain. The Improvement Location Permit exclusion table at §157.503(B)(2) of the Fort Wayne Zoning Ordinance lists Wall (retaining) among the items for which an Improvement Location Permit is not required, while the development standards of that ordinance still apply.
