NEC — National Electrical Code (NFPA 70)2008 NEC — AND THIS ONE IS A STATEWIDE POSITIVE, UNLIKE EVERY OTHER KANSAS ROW. Kansas adopts NFPA 70 (the National Electrical Code), 2008 edition, including annexes A, B, C, D, E, F, G and H, through K.A.R. 22-1-3(n), part of the KANSAS FIRE PREVENTION CODE. Verbatim, paragraph (n) in full: "national electric code. NFPA standard no. 70, including annexes A, B, C, D, E, F, G, and H, 2008 edition;" — note the heading of the section, verbatim: "22-1-3. Adopted codes and standards. The following codes and national fire protection association (NFPA) standards are adopted by reference:". SCOPE IS STATEWIDE AND PREEMPTIVE, NOT STATE-PROPERTY-ONLY: K.S.A. 31-134 provides, verbatim, "The rules and regulations adopted by the state fire marshal under authority of this act shall be known and may be cited as the Kansas fire prevention code. Such rules and regulations shall have uniform force and effect throughout the state." and "No municipality shall enact or enforce any ordinance, resolution or rule or regulation inconsistent therewith, except that nothing in this act shall be construed to impair the power of any municipality to regulate the use of land by zoning or fire district regulations or to prohibit or regulate the sale, handling, use or storage of fireworks within its boundaries." SO KANSAS DOES HAVE A STATEWIDE ELECTRICAL EDITION EVEN THOUGH IT HAS NO STATEWIDE BUILDING, RESIDENTIAL, PLUMBING OR MECHANICAL CODE — the electrical answer rides in the FIRE code, not the building code, which is why a building-code-shaped search finds nothing and concludes wrongly. NOT 2011, NOT 2014, NOT 2017, NOT 2020, NOT 2023 — the edition is 2008 and it has stood unamended since the Feb. 4, 2011 rulemaking. CAVEAT A READER NEEDS: many Kansas cities adopt a far newer NEC by ordinance (Eudora, De Soto, Haysville, Medicine Lodge, Benton, Hesston and others each carry their own electrical article), and a more stringent local edition is not necessarily "inconsistent" with the state code within the meaning of K.S.A. 31-134, so the practical governing edition for a given Kansas project is the LOCAL one where a city has acted, with the 2008 NEC as the statewide floor.
