Replacing a water heater does not require a permit when all of the following are met: it is installed by a licensed plumbing contractor and a licensed electrical contractor (if applicable); there is no change in energy use rate, or the thermal input is not greater than that of the water heater being replaced; there is no change in fuel or energy source, location, or capacity; there is no change in the routing or size of venting and piping; and the work meets the requirements of current code.
