Jersey City does not require a permit for a re-roof.
The repair or replacement of existing roof covering on detached one- and two-family dwellings is ordinary maintenance and needs no permit. On all structures, the repair, replacement or installation of exterior gutters and leaders is also ordinary maintenance.
