The ONLY statewide IBC instrument is NAC 341.045, the State Public Works Board minimum design standards, which binds state public works projects (and the Nevada System of Higher Education). SPLIT CURRENCY — READ THE CITATION BEFORE QUOTING AN EDITION: the CODIFIED NAC 341.045 on the Legislature site still prints "2018 International Building Code" (last codified amendment LCB File No. R076-18, filed 12-19-2018), while ADOPTED REGULATION LCB FILE NO. R072-24 replaces it with "The [2018] 2024 International Building Code" and the administering agency is already enforcing the 2024 editions. IFC — 2024 IFC (with appendices B, C, D, F and H) — superseding the 2018 IFC. CURRENCY IS SPLIT AND A READER MUST BE TOLD WHICH INSTRUMENT THEY ARE LOOKING AT. The CODIFIED Nevada Administrative Code published by LCB at leg.state.nv.us/NAC/NAC-477.html still reads, at NAC 477.281(1)(a), "International Fire Code, 2018 edition, including appendices B, C, D, F and H", history note ending "R048-24, 9-16-2024" — R048-24 amended 477.281 but did NOT move the edition off 2018. The 2024 edition comes from ADOPTED REGULATION LCB FILE NO. R205-24, adopted by the State Fire Marshal at a noticed public hearing on 2025-12-09, which strikes 2018 and inserts 2024 across NAC 477.281 (IFC, IBC, IEBC, IWUIC, UMC, UPC and the Emergency Response Guidebook all move to 2024). The change line reads "International Fire Code, [2018] 2024 edition, including appendices B, C, D, F and H." The ADOPTING AGENCY states on its own Fire Protection Engineering page: "Effective January 1, 2026 the NSFM will be enforcing the 2024 Codes." That date has passed, so 2024 is what the State Fire Marshal enforces today and is recorded as the edition. WHAT COULD NOT BE ESTABLISHED: the Secretary of State filing date for R205-24 (no EFFECTIVE / FILED WITH SECRETARY OF STATE line was found on R205-24A, the LCB register index returned 403, and the adoption-hearing minutes of 12-09-2025 record no vote, no edition and no effective date). LCB has NOT yet codified it — the string "R205-24" does not appear anywhere in NAC chapter 477 as published. IMC — International Mechanical CodeTHE INTERNATIONAL MECHANICAL CODE IS NOT ADOPTED ANYWHERE IN NEVADA STATE LAW — IT IS EXPRESSLY DISPLACED BY THE UNIFORM MECHANICAL CODE. Nevada has NO statewide mechanical code for private construction at all. The only statewide mechanical instrument is NAC 341.045, the State Public Works minimum design standards for STATE buildings, and at NAC 341.045(1)(f) it adopts "The 2024 Uniform Mechanical Code published by the International Association of Plumbing and Mechanical Officials" — IAPMO, not the ICC. On top of that, NAC 341.045(1)(a), (b) and (c) each carry a reference-substitution rule: "References to the International Mechanical Code are replaced with references to the Uniform Mechanical Code." For private construction anywhere in Nevada the mechanical code is whatever the city or county adopted under NRS 278.580, which names no model code and no edition.NAC 341.045(1)(f) as amended by ADOPTED REGULATION LCB FILE NO. IPC — International Plumbing CodeTHE IPC IS NOT ADOPTED IN NEVADA — IT IS EXPRESSLY DISPLACED BY THE UNIFORM PLUMBING CODE. Nevada has no statewide plumbing code for private construction. The one statewide plumbing instrument is NAC 341.045, the State Public Works Board design standards for STATE BUILDINGS, and it adopts "The 2018 Uniform Plumbing Code published by the International Association of Plumbing and Mechanical Officials" (NAC 341.045(1)(e)) — IAPMO's UPC, not the ICC's IPC. The rule goes further and strikes the IPC out of the I-Codes it does adopt: in the 2018 IBC, IEBC and IRC as adopted, "References to the International Plumbing Code are replaced with references to the Uniform Plumbing Code." So even where Nevada state law adopts ICC text, every internal cross-reference to the IPC is redirected to the UPC. An answer of the form "Nevada: 20xx IPC" is not merely stale, it is affirmatively contrary to the adopting rule. NAC 341.045(2) applies these standards to "all buildings and structures of the State and any parts thereof," other than those excepted in NRS 341.141. For private construction, plumbing is a LOCAL question under the NRS 278.580 building-code framework (Clark and Washoe County ordinances are the practical governing instruments and are UPC-based). PENDING SUCCESSOR: LCB File No. R072-24, an ADOPTED regulation of the State Public Works Board reviewed by LCB, amends NAC 341.045 to the 2024 UPC (with 2024 IBC, 2024 IEBC, 2024 IRC, 2024 IECC, ASHRAE 90.1-2022, NEC retained at 2017); its Secretary of State filing/effective date could NOT be established and the codified NAC still shows the 2018 editions, so 2018 UPC is recorded as operative. IRC — International Residential CodeNEVADA HAS NO STATEWIDE INTERNATIONAL RESIDENTIAL CODE FOR PRIVATE CONSTRUCTION. THIS IS A REAL, VERIFIED NEGATIVE, NOT A FAILED SEARCH. Residential construction in Nevada is governed by whatever building code the CITY OR COUNTY has adopted by ordinance, and the editions differ from one jurisdiction to the next. NRS 278.580(1) verbatim: "Each city and county shall adopt a building code. The building code must be adopted by ordinance and must be enforced by the building official of the city or county. A city or county may charge fees for permits issued pursuant to a building code. The fees must be reasonable and must be established by ordinance." The statute names NO model code and NO edition for the building code itself. THE ONE STATEWIDE IRC INSTRUMENT IS THE 2024 IRC, AND IT REACHES STATE BUILDINGS ONLY: NAC 341.045(1)(c) as amended by ADOPTED REGULATION LCB FILE NO. R072-24 (State Public Works Division) adopts, verbatim, "The [2018] 2024 International Residential Code for One- and Two-Family Dwellings published by the International Code Council", raised from the 2018 edition. Its scope, verbatim: "all buildings and structures of the State and any parts thereof must be designed using" the standards adopted by reference in subsection 1. NOT for private construction. And NRS 278.580(2) puts a wall around it in the other direction, verbatim: "The building code adopted by a city or county shall not apply to the State or the Nevada System of Higher Education unless the State or the Nevada System of Higher Education consents to the application." SO NEVADA RUNS TWO DISJOINT RESIDENTIAL REGIMES THAT EXPRESSLY DO NOT REACH EACH OTHER: local ordinance for private work, the 2024 IRC for state work.NRS 278.580(1) (no statewide residential code for private construction; each city and county shall adopt a building code by ordinance) and NRS 278.580(2) and (4); NAC 341.045(1)(c) as amended by ADOPTED REGULATION LCB FILE NO. NEC — National Electrical Code (NFPA 70)2023 NEC — STATE BUILDINGS ONLY, superseding the 2017 NEC. NEVADA HAS NO STATEWIDE ELECTRICAL CODE FOR PRIVATE CONSTRUCTION: under NRS 278.580(1) each city and county adopts its own building code by ordinance, and the statute names no model code and no edition, so the governing electrical edition for a private Nevada project is the LOCAL one. The only statewide electrical instrument is NAC 341.045, the State Public Works minimum design standards, which binds state public works projects and the Nevada System of Higher Education. ** CORRECTION OF A CLAIM CARRIED ON THIS JURISDICTION'S OWN IPC ROW: that row states R072-24 keeps "NEC retained at 2017". THAT IS WRONG. R072-24 MOVES THE NEC TO 2023. ** Adopted Regulation LCB File No. R072-24, section 1, paragraph (d), verbatim with LCB's bracket-and-italic convention intact ("Matter in italics is new; matter in brackets [omitted material] is material to be omitted"): "(d) The [2017] 2023 National Electrical Code published by the National Fire Protection Association. SPLIT CURRENCY — SAY WHICH INSTRUMENT YOU ARE QUOTING, SAME PATTERN AS THE NEVADA IFC AND IPC ROWS: the CODIFIED NAC 341.045(1)(d) published by LCB at leg.state.nv.us/NAC/NAC-341.html still prints, verbatim, "The 2017 National Electrical Code published by the National Fire Protection Association", and that section's history note ENDS AT "R076-18, 12-19-2018" — the string "R072-24" APPEARS NOWHERE IN CODIFIED NAC CHAPTER 341, so LCB has not codified it. The ADMINISTERING AGENCY IS NEVERTHELESS ENFORCING 2023: the State Public Works Division's own adopted-codes list (publicworks.nv.gov, revised 2/13/2024) names "2023 National Electrical Code (NEC)" beside the 2024 IBC, 2024 IRC, 2024 IEBC, 2024 IECC, ASHRAE 90.1-2022, 2024 UPC, 2024 UMC and the 2010 ADA Standards, and states the transition verbatim: "Projects designed under the 2018 Code Editions may be submitted no later than 6 months past the adoption date (December 2024)." with submissions after June 30, 2025 required to comply with the newer codes. That date has passed, so 2023 is what the Division enforces today. FOURTH CONSECUTIVE STATE WHOSE ELECTRICAL EDITION IS OUT OF STEP WITH ITS OWN LIST-MATES (AZ 2017-in-a-2018-list, KS 2008-in-a-five-vintage-list, MO 2020-in-a-2021-list, NV 2023-in-a-2024-list) — the NEC runs on odd years and the I-Codes on multiples of three, so they CANNOT share a vintage and any row showing them equal is a transcription error. NOT 2026 NEC, NOT 2020, NOT 2017. EFFECTIVE DATE NOT ESTABLISHED AND DELIBERATELY LEFT NULL: R072-24A carries NO "EFFECTIVE" and no "FILED WITH SECRETARY OF STATE" line anywhere in its 21 pages (searched), and the only dates available are the agency's own adoption month (December 2024) and its mandatory-compliance cutoff (submissions after June 30, 2025) — neither is a Secretary of State filing date, so neither was recorded as one.
