IBC — International Building Code2021 IBCS.C. Code Ann. § 6-9-50(A) (adoption by reference of ICC codes); edition and implementation date set by the S.C. Building Codes Council under S.C. Code Ann. § 6-9-40 at its meeting of 2021-10-06, implementation date 2023-01-01; South Carolina modifications per BCC Modification Index 02/2022 · source ↗
IEBC — International Existing Building CodeNO STATEWIDE EDITION — SOUTH CAROLINA ADOPTS NO IEBC EDITION AT STATE LEVEL. This is a negative finding, not a missing value, and it must never be rendered as an edition badge. S.C. Code Ann. § 6-9-60 places the existing building code in the PERMISSIVE tier: a municipality or county MAY adopt it by local ordinance, and until it does, no IEBC applies in that jurisdiction. Where a local government does adopt, the statute confines it to "only the latest editions", so the operative edition is whatever ICC edition is current at the time of that local ordinance and is NOT fixed by the state. Contrast the eight mandatory code types (IBC, IRC, IFC, IPC, IMC, IFGC, NEC, IECC), whose editions the Building Codes Council fixes statewide under § 6-9-50.S.C. Code Ann. § 6-9-60 (permissive local adoption of property maintenance, performance, EXISTING BUILDING and swimming pool codes; "may adopt by reference only the latest editions"), which is the provision that LEAVES THE IEBC LOCAL — read first-hand 2026-09-27 from the South Carolina Legislature's own published Code of Laws, Title 6, Chapter 9. Contrasted with S.C. Code Ann. § 6-9-50(A), read first-hand at the same time, whose mandatory list of seven ICC codes plus the NFPA National Electrical Code DOES NOT INCLUDE the existing building code. § 6-9-60 history: 1962 Code Section 14-400.586, amended through 2003 Act No. 83, § 1, eff. 2003-07-02. Corroborated by the S.C. Building Codes Council's own "Building Codes in Effect for South Carolina" (rev. 12/2022), which lists the International Existing Building Code under PERMISSIVE codes requiring adoption by local ordinance. · source ↗
IECC — International Energy Conservation Code2009 IECC — CORRECT AND RE-VERIFIED 2026-09-14. Fixed by STATUTE (S.C. Code Ann. § 6-10-30), not by the Building Codes Council, and therefore NOT on the 2021 or 2024 ICC cycle its sibling codes follow. NOT 2021. NOT 2024. Only an act of the General Assembly can move it.S.C. Code Ann. § 6-10-30 (Energy Standard Act), as last amended by 2012 Act No. 143, § 1, eff. January 1, 2013 — verbatim: "The 2009 edition of the International Energy Conservation Code is adopted as the Energy Standard." The S.C. Building Codes Council's own "Building Codes in Effect for South Carolina" (rev. 12/2022) confirms the mechanism verbatim: legislative adoption "thus removing it from the normal adoption process" and "Future updated versions must also be adopted by statutory amendment." Adopted 2012-04-02 by Act 143 (H4639); implementation 2013-01-01. NOT adopted under § 6-9-40/§ 6-9-50, which govern every other South Carolina code type. · source ↗
IFC — 2021 IFCS.C. Code Ann. § 6-9-50 (council adopts the ICC fire code; "only the latest editions") with S.C. Code Ann. § 6-9-60 (local adoption/enforcement) and § 6-9-40 (adoption procedure — modifications must be promulgated as regulations before enforcement); edition and implementation date set by the S.C. Building Codes Council at its meeting of 2021-10-06, implementation date 2023-01-01; South Carolina statewide modifications per BCC Modification Index 02/2022 (25 modifications to the 2021 IFC). Administered/enforced through the S.C. Office of the State Fire Marshal with county and municipal enforcement mandated by Title 6, Chapter 9. · source ↗
IFGC — International Fuel Gas Code2021 IFGCS.C. Code Ann. § 6-9-50(A) (the Council "shall adopt by reference and amend only the latest editions" of the ICC building, residential, gas, plumbing, mechanical, fire and energy codes and the NFPA National Electrical Code), with S.C. Code Ann. § 6-9-40 (adoption procedure; § 6-9-40(A)(4): "The council shall determine whether the amended or modified code becomes effective on the first day of January or July"); edition and implementation date set by the S.C. Building Codes Council at its meeting of 2021-10-06, implementation date 2023-01-01, per the Council's own SC Code Adoption Notice; South Carolina modifications per the BCC Modification Index. · source ↗
IMC — International Mechanical Code2021 IMCS.C. Code Ann. s 6-9-50 (mandatory statewide ICC model codes, incl. mechanical); edition adopted by the S.C. Building Codes Council under S.C. Code Ann. s 6-9-40 at its meeting of 2021-10-06, implementation date 2023-01-01 · source ↗
IPC — International Plumbing Code2021 IPC (2021 International Plumbing Code) — the "2021 South Carolina Plumbing Code", i.e. the 2021 IPC with South Carolina modifications. CORRECT AND IN FORCE AS OF 2026-09-27. NOT the 2024 IPC YET: the Building Codes Council HAS adopted the 2024 cycle, but with an implementation date of 2027-01-01, so the 2021 edition remains the operative one until 2026-12-31. (CORRECTION 2026-09-27, run 1785: this field previously asserted that as of 2026-09-08 the Council had "only a Notice of Intent ... posted, no adoption vote and no implementation date". THAT WAS FALSE AND WAS ALREADY FALSE WHEN WRITTEN — the Council's own 2024 Building Code Modification Index, Version 1.0 dated 2025-11-03, enumerates the adopted 2024 modifications and states the implementation date. The conclusion "not 2024" was right; the reason given for it was wrong.)S.C. Code Ann. 6-9-50 (mandatory statewide ICC codes, "only the latest editions"), with 6-9-40 (adoption/modification procedure); edition and implementation date set by the S.C. Building Codes Council at its meeting of 2021-10-06, implementation 2023-01-01; South Carolina modifications at S.C. Code Regs. R. 8-1401 to 8-1403 (Doc. No. 5098, 46 S.C. State Register Issue 5, 05/27/2022) · source ↗
IPMC — NO STATEWIDE EDITION — SOUTH CAROLINA ADOPTS NO IPMC EDITION AT STATE LEVEL. A negative finding, not a missing value; it must never be rendered as an edition badge. S.C. Code Ann. § 6-9-60 places the property maintenance code in the PERMISSIVE tier: a municipality or county MAY adopt it by local ordinance, and until it does, no property maintenance code is in force there. A local adoption is confined by the statute to "only the latest editions", so the operative edition is whatever ICC edition is current at the time of that ordinance and is NOT fixed by the state.S.C. Code Ann. § 6-9-60 (permissive local adoption of PROPERTY MAINTENANCE, performance, existing building and swimming pool codes; "may adopt by reference only the latest editions") — the provision that leaves the IPMC local. Read first-hand 2026-09-27 from the South Carolina Legislature's own published Code of Laws, Title 6, Chapter 9. Contrasted with § 6-9-50(A), read first-hand at the same time, whose mandatory list does not include a property maintenance code. § 6-9-60 history: 1962 Code Section 14-400.586, amended through 2003 Act No. 83, § 1, eff. 2003-07-02. IRC — International Residential Code2021 IRC (the "2021 South Carolina Residential Code", i.e. the 2021 International Residential Code as modified by South Carolina). NOT 2024. The BCC document names it both ways: "2021 South Carolina Residential Code or the 2021 International Residential Code with SC modifications".S.C. Code Ann. s 6-9-50 (mandatory statewide ICC model codes, "only the latest editions"), with s 6-9-40 (adoption/modification procedure — modifications must be promulgated as regulations before enforcement) and s 6-9-60 (local enforcement); edition and implementation date set by the S.C. ISPSC — NO STATEWIDE EDITION — SOUTH CAROLINA ADOPTS NO SWIMMING POOL AND SPA CODE EDITION AT STATE LEVEL. A negative finding, not a missing value. S.C. Code Ann. § 6-9-60 places the swimming pool code in the PERMISSIVE tier: a municipality or county MAY adopt it by local ordinance, confined to "only the latest editions", and until it does, no pool and spa code is in force there. NOTE the statute's wording is "swimming pool codes"; the current ICC title is the International Swimming Pool and Spa Code, and the Council's own list names the "International Swimming Pool and Spa Code (latest edition)".S.C. Code Ann. § 6-9-60 (permissive local adoption of property maintenance, performance, existing building and SWIMMING POOL codes; "may adopt by reference only the latest editions") — the provision that leaves the pool and spa code local.
