Under Section 4-511, any person may make minor plumbing repairs on their own property without a permit; minor repair work means repair of leaks in pipes and traps, opening up stoppage in waste or supply pipes, traps or drains, replacing broken fixtures when water pipes and waste lines are disturbed, and replacing frozen pipes inside buildings. Water heater replacement is not among the listed minor repairs.
