Normal maintenance repairs to an existing roof not exceeding 33 percent of the roof area do not require a permit. Metro also publishes a permit requirement chart listing roofing that adds a new layer or replaces more than one-third of the roof as not requiring a permit for one- and two-family dwellings while requiring one for all other buildings.
