Fort Worth requires a permit for general building work.

When a permit is not required

Permits are not required for “cosmetic” remodels such as floor or wall covering, cabinets, counter tops and shelving, or for plumbing fixture replacement. Freestanding storm shelters that are installed above ground without utilities within the permanent structure and are attached to the foundation by bolts are not required to be permitted. Driveway flat work on the owner's own property does not require permitting.
