Do you need a permit?
Lubbock requires a permit for a retaining wall.
Section 28.05.062 of the Lubbock Code of Ordinances exempts a retaining wall from the building permit where it stands no more than 4 feet from the bottom of its footing to the top of the wall and does not carry a surcharge or impound class I, II or III-A liquids.
