Newport News requires a permit for a fence.
Under City Code section 13-146, permits for fence construction are not required except for construction of a fence in the front yard area of any lot, construction in the interior or corner side yard of any lot, construction along any property line abutting the city street right-of-way, or construction of any fence in a flood hazard district as defined by section 45-3112.
