Model-code lineage, verbatim from the adopted RBES rule filing: the 2024 RBES incorporates language from "the 2015 edition of the IECC and includes efficiency improvements included in the 2018 and 2021 IECC"; the 2020 RBES is based on "the 2018 and 2015 International Energy Conservation Code". CONFIRMED FIRST-HAND 2026-09-23 BY READING THE ADOPTED RULE: the strings "International Fire Code" and "IFC" appear NOWHERE in the 2025 Vermont Fire and Building Safety Code. IMC — International Mechanical CodeNONE - VERMONT ADOPTS NO EDITION OF THE INTERNATIONAL MECHANICAL CODE, AND HAS NO STATEWIDE MECHANICAL CODE OF ANY FAMILY. Section 2 of the 2025 Vermont Fire and Building Safety Code lists, verbatim and in full, the codes adopted by reference: "LIFE SAFETY CODE - NFPA 101 - 2021", "FIRE CODE - NFPA 1 - 2021", "INTERNATIONAL BUILDING CODE - IBC - 2021", "INTERNATIONAL EXISTING BUILDING CODE - IEBC - 2021", "NATIONAL BOARD INSPECTION CODE - NBIC". The IMC is absent from that list; the strings "International Mechanical Code", "IMC" and "mechanical" appear nowhere in the rule, confirmed on two separate verbatim passes of the filed rule text. The Division of Fire Safety's own published list of codes in effect likewise names no mechanical code. VERMONT'S MECHANICAL AND FUEL-GAS LAYER IS NFPA-BASED, NOT ICC-BASED, and it arrives through NFPA 1 and NFPA 101 rather than through a standalone mechanical code. IRC — International Residential CodeNONE — VERMONT ADOPTS NO EDITION OF THE INTERNATIONAL RESIDENTIAL CODE, AND HAS NO STATEWIDE BUILDING CODE FOR OWNER-OCCUPIED HOMES AT ALL. The 2025 Vermont Fire and Building Safety Code adopts NFPA 101 (2021), NFPA 1 (2021), the IBC (2021), the IEBC (2021) and the NBIC — the IRC is absent from that list and from the Division of Fire Safety's published list of codes in effect. The code reaches only "public buildings" as defined by 20 V.S.A. ch. 173, and the rule states in terms that "most owner-occupied single-family residences are exempt from the definition of public buildings and are thus not included in the scope of this code." A Vermont owner-occupied house is governed by no state building code — only by the statewide Residential Building Energy Standards (30 V.S.A. § 51), the Vermont Electrical Safety Rules and the Vermont Plumbing Rules, each a separate instrument.
