The binding offer of a responsible bidder that was submitted to the Department on the bid forms, or via approved electronic media, in accordance with the bidding documents. Bid Express. An on-line service provided at Bidx.com, by Info Tech, Inc., which is under contract to DOTD to facilitate two-way internet electronic bidding. Bid Forms. The portion of the bidding documents required to be submitted, in accordance with the bidding documents, which constitute a bid.
