An operation that, if the Contractor ’s expected rate of performance is not met or the scheduled start date is delayed, would delay the opening to traffic or completion of the entire project. A controlling operation may be on or off the job site. The size of the operation is not a factor in determining whether an operation is a controlling operation. Any operation on the critical path is a controlling operation (see “ Critical Path”).
