TECHNICAL WORKING GROUP GUIDANCE Following the 1995 collision in Fox River Grove, IL, between a Metra commuter train and a school bus, which resulted in the deaths of seven students, the USDOT established a Technical Working Group (TWG) to develop “best practices” guidance on a selection of crossing treatments.
