TRAFFIC CONTROL DURING CONSTRUCTION Traffic control for highway ‑rail crossing construction is very similar to traffic control for highway construction. The major difference is that the work area is in joint-use ROW, and the possibility of conflict exists between rail and highway traffic as well as in construction operations.
