23-1.01D(1)(a) General
Take samples under California Test 125.
23-1.01D(1)(b) Test Result Disputes
You and the Engineer must work together to avoid potential conflicts and to resolve disputes re garding test result discrepancies. Notify the Engineer within 5 business days of receiving the test result if you dispute the test result. If you or the Engineer dispute each other 's test results, submit your test results and copies of paperwork including worksheets used to determine the disputed test results. An independent third party performs referee testing. Before the independent third party participates in a dispute resolution, it must be qualified under AASHTO re:source program and the Department 's Independent Assurance Program. The independent third party must have no prior direct involvement with this Contract. By mutual agreement, the independent third party is chosen from:
1.Department laboratory in a district or region not in the district or reg ion the project is located
2.METS
3.Laboratory not currently employed by you or your material producer If split acceptance samples are not available, the independent third party uses any available material representing the disputed material for evaluati on. If the independent third party determines the Department 's test results are valid, the Engineer deducts the independent third party testing costs from payments. If the independent third party determines your test results are valid, the Department pays the independent third party testing costs.
23-1.01D(2) Quality Control
23-1.01D(2)(a) General
Provide a QC manager when the quantity of subbase or base is as shown in the following table: SECTION 23 GENERAL QC Manager Requirements Subbase or base Requirement Stabilized soil (sq yd) ≥ 20,000 Aggregate subbases (cu yd) ≥ 20,000 Aggregate bases (cu yd) ≥ 20,000 CTB (cu yd) ≥ 10,000 Lean concrete base (cu yd) ≥ 2,000 Rapid strength concrete base (cu yd) ≥ 1,000 Lean concrete base rapid setting (cu yd) ≥ 1,000 Concrete base (cu yd) ≥ 1,000 Treated permeable bases (cu yd) ≥ 2,000 Recycled pavements (sq yd) ≥ 10,000 Provide a testing laboratory to perform quality control tests. Maintain sampling and testing equipment in proper working condition. You are not entitled to compensation for the suspension of work resulting from noncompliance with quality control requirements, including those identified within the QC plan.
23-1.01D(2)(b) Quality Control Plan
The QC plan must describe the org anization and procedures used to:
1.Control the production process
2.Determine if a change to the production process is needed
3.Implement a change The QC plan must include action and suspension limits and details of corrective action to be taken if an y process is outside of those limits. Suspension limits must not exceed specified acceptance criteria. The QC plan must describe how test results will be submitted including times for sampling and testing for each quality characteristic.
23-1.01D(2)(c) Qu alifications
Testing laboratories and testing equipment must comply with the Department 's Independent Assurance Program. Personnel performing sampling and testing must be qualified under the Department 's Independent Assurance Program for the sampling and t esting performed.

23-1.02 Materials
For drying basement soils:
1.Lime must comply with section 24 -2.02 and must not be used in slurry
2.Cement must comply with section 24-3.02
23-1.03 Construction
When autho rized, you may dry basement soils with the amount of lime or cement required to dry up the basement soils and create a firm and unyielding working platform by achieving specified compaction to support subsequent construction operations. Test soil s and subm it sulfate content to the Engineer when requesting permission to dry basement soil s with lime or cement . Do not dry basement soils if sulfate content is more than 0.3 percent dry weight of soils tested under CT 417 . Mix lime with basement soil under section 24 -2.03D . Compact lime treated basement soils under section
24-2.03E Perform finish grading of lime treated basement soil under section 24-2.03F.

23-1.04 Payment
The Department does not pay for drying basement soils.
