203.01 Descriptio n.
Remove, wholly or in part, and dispose of buildings, fences , structures , old pavements, pavement markings, abandoned pipelines, signs, and other items that are not designated to remain, except for the items to be removed and disposed of under other contract pay items. Salvage designated materials and backfill the resulting trenches, holes, and pits.
203.02 Materials.

203.03 Construction Requirements.
A.General. Raze, remove, and dispose of buildings and foundations, structures, fences , and other obstructions within the right of way as specified, except utilities and those obstructions for which other provisions have been made. Fill basements or cavities left by structure removal to the level of the natural groun d surface and compact as specified in 205.03.E if within the roadway prism. Where new work abuts existing materials, saw the edges of the existing materials to a vertical line. Remove and dispose of asbestos. Comply with the requirements of 107.17.
B.Remo val of Bridges, Culverts, and Other Drainage Structures. Do not remove bridges, culverts, and other drainage structures in use by traffic until satisfactory arrangements have been made to accommodate traffic. Remove the substructures of existing structures to the natural stream bottom. Remove those parts outside of the stream to 12 inches below natural ground surface. If portions of existing structures lie wholly or in part within the limits for a new structure, remove only those portions as necessary to accommodate the construction. Salvageable materials are the Contractor’s property. Remove structural steel identified as having a lead- based paint and deliver to an approved scrap metal recycler. Submit in writing the final disposition of structural steel with lead -based paint.
C.Remove Pavement Markings. Remo ve pavement markings, when they no longer apply, by grinding, abrasive blasting, or hydroblasting. Apply fog coat to areas where pavement markings have been removed.
D.Remove Sign Assembly. This includes signs, signposts, and signpost foundations. If the sign is to be reinstalled, protect signs during transportation and storage to prevent damage.
E.Removal and Disposal of Asbestos.
1.Before commencing work: for Highway Construction Page 135 of 71 5 a. File the appropriate notifica tion with the EPA Region 10 NESHAP Coordinator at least 10 working days before beginning the removal operation.
b.Submit the manufacturer’s certific ation for accordance to ANSI Z9.2 -1979 when any of the following equipment is used in asbestos removal:
2.Negative pressure ventilation units.
3.Local exhaust ventilation equipment.
c.Show compliance with Occupational Safety and Health Administration (OSHA) protective clothing and personal protective equipment requirements (i.e., 29 CFR 1910.1001, paragraphs g and h can be met throughout the work [e.g., adequate numbers and quantities of replacements to provide worker coverage for clothing, respirators, filters]). Respirator selection will depend on initial and routine air samples to determine airborne asbestos levels. (See Table 1, 29 CFR 1910.1001, paragraph g).
d.Show the ability to perform employee monitoring (i.e., personal air sam ples) as required by OSHA for initial, perio dic, and additional samples if required due to airborne concentration of asbestos fibers during the removal process. See 29 CFR 1910.1001, paragraph d.
e.Comply with OSHA requirements with respect to employee health and safety during the project, includin g record keeping. See 29 CFR 1910.1001, paragraphs i, k, and l.
f.Train employees in asbestos work and health risk as required by 29 CFR 1910.1001(J)(5).
2.During abatement activities:
a.Provide at least 1 NESHAP certified person onsite during asbestos removal or renovation to monitor the stripping and removal of asbestos containing materials.
b.Institute engineering and work practice controls that will limit the exposure of workers to or below the exposure limits established in 29 CFR 1910.1001(c), 1910.1001(f)(2)(i).
c.Provide clean hygiene facilities for workers who are exposed to asbestos in accordance with 29 CFR 1910.1001, paragraph i.
d.Perform required EPA and OSHA asbestos air sampling. The analytical laboratory will use National Institute of Occupational Safety and Health (NIOSH) analytical method P&CAM 293 or 7400 or EPA's Interim Transmission Electron Microscopy Analytical Method, whichever is appropriate.
e.Notify the Engineer if sampling shows airborne concentrations above allowable limits.
f.Use a surfactant wetting agent when appropriate on the asbestos containing material to maintain a wet condition before and during removal operation until the material is containerized and sealed. Containers must be sealable, impermeable bags or containers in accordance with 29 CFR 1910.1001(k)(6).
g.Filter (e.g., sand filtration) asbestos containing water/surfactant liquid waste before dumping into the s anitary sewer system. The filter used for the water/surfactant waste must also be treated as asbestos waste. for Highway Construction Page 136 of 71 5 h. Ensure all containerized waste is marked and identified as asbestos waste in the following manner: DANGER CONTAINS ASBESTOS FIBER AVOID CREATING DUST CANCER AND LUNG DISEASE HAZARD
i.Be responsible for ensuring site security of the areas where asbestos abatement is being done. Warning signs will be posted at all approaches to the location and entrances to all regulated areas in accordance with 29 CFR 1910.1001(e).
j.Provide powered hand tools with local exhaust ventilation in accordance with 29 CFR 1910.1001(f)(l)(v).
k.Implement a compliance program when the permissible exposure limit (PEL) for asbestos is exceeded in accordance with 29 CFR 1910.1001(f)(2).
l.Institute a respirator program in accordance with 29 CFR 1910.1001(f)(3) where respirator protection is required.
m.Wet/clean or HEPA vacuum all surfaces that were exposed to the asbestos containing materials after all removal is accomplished and in accordance with 29 CFR 1910.1001(k).
n.Perform clearance testing for airborne asbestos by sampling the air inside and outside each homogenous abatement area. These samples will be analyzed using transmission elect ron microscopy (TEM). Clearance criteria will be met after 5 samples from inside and outside the abatement area have met the t -test criteria as specified by the EPA.
3.Disposal.
a.Dispose of all containerized asbestos waste in accordance with 40 CFR, Part 61.156.
b.Provide a statement, signed by the Contractor, that all asbestos waste materials were packaged/contained, labeled properly for transport, and disposed of in an approved landfill, in accordance with 40 CFR, Part 61. This statement will include the location of the landfill and the quantity of material disposed.
4.Final Report of Removal Activity. Prepare a report containing all the chronological information gathered throughout the removal operation (e.g., sample results, Contractor disposal statement, copy of the notification form). Submit this report to the Engineer within 30 calendar days after asbestos removal/cleanup completion.
F.Removal of Fence. Ensure livestock confinement during the work, either by installing new fence before removing existing fence if possible, or by installing temporary fence rated for livestock confinement as specified in 610. Contact and coordinat e with adjacent landowners at least 48 hours before removing the fence. If a temporary fence pay item is not included, temporary fence will be paid by force account as specified in 109.03.C.5. for Highway Construction Page 137 of 71 5 203.04 Method of Measurement. The Engineer will measure acceptably completed work by the lump sum, by the foot, by the square foot, by the square yard, or per each. For asbestos related work, acceptably completed work will be measured as specified in 109.03. Removal of miscellaneous items will be by the lump sum and will include the items specified in the special provisions. Removal of sign will be measured per each removed sign assembly regardless of the number of posts or the number of signs attached to the post (s).
203.05 Basis of Payment .

204.01 Description.
Shape and blend abandoned roads into the surrounding area, after the pavement is removed, as specified in 203 or as directed.
204.02 Materials.
Not specified.
204.03 Construction Requirements.
When the old road requiring obliteration is no longer needed for traffic: Fill ditches. Rough grade, scarify, harrow, and blade the entire road to present a pleasing appearance with slopes rounded and flattened to blend naturally with the adjacent topography. Break down, bury, or remove structures as specified where a contract pay item is not included in the contract. When specified, remove pavement as specified in 203.03.A, including removal of asphalt ic or portland cement concrete pavement down to unbound base or subbase material. For areas to be vegetated, remove or scatter unbound base and subbase material so that adequate friable soil conditions suitable for planting or seeding can be achieved as per Sections 620 and 621.
204.04 Method of Measurement.
The Engineer will measure acceptably completed work by lump sum.
204.05 Basis of Payment .
