00227.00 204 Section 00227 - Temporary Traff ic Signals and Illumination
Description
00227.00Scope - In addition to the requirements of Section 00221, this Work consists of providing,
installing, maintaining, and removing temporary traffic signals , flashing beacons and illumination, as shown or directed.
Materials
00227.10Temporary Illumination - Furnish Materials for temporary illumination meeting the
requirements of Section 00960, 00970, 02926, and the temporary illumination Plans.
00227.12Temporary Traffic Signals - Furnish cable, guy wires, hardware, wood poles, wood pole
foundations, and guy anchors that are able to support the dead load of the Equipment shown and withstand a 100 mph, 3 -second gust wind speed with an Importance factor (Ir) equal to 0.71 according to the 4th Edition AASHTO Standard Specifications for Structural Supports for Highway Signs, Luminaires, and Traffic Signals .
Submit stamped Working Drawings, details, and calculations for the wood pole designs to the Engineer for review according to 00150.35. Satisfy the requirements of 02120.10 and include designs for the wood poles, guy anchors, span wires, pole setting depths, and pole bearing.
Use Materials for temporary traffic signals that conform to Sections 00960, 00990, 02120, and the following:

00227.13Portable Traffic Signals - Use new or like-new portable traffic signals from the QPL
00227.14Temporary Flashing Beacons - Use materials for temporary flashing beacons that
conform to Sections 00960, 00990, and the following:

00227.15Pole Base Excavation Covers - Use pole base excavation covers meeting the following
requirements:

00227.16Work Zone Presence Lighting System - Furnish Work Zone presence lighting system
using flagger station lighting devices from section 00223.22 of the QPL and meeting the following requirements:
Each light unit is capable of providing a minimum 14,000 lumens illuminating a minimum area of approximately 3,000 square feet. Capable of being elevated to a height of 18 feet ± 3 feet. The light is shielded from approaching traffic. In addition to the products listed on the QPL, tripod mounted or cart mounted flagger station lights that were purchased on or before January 1, 2014 and that were on the QPL before January 1, 2014 may also be used. Provide proof of the original purchase date to the Engineer.
Construction
00227.40Temporary Illumination - Construct and remove temporary illumination according to the
Plans and Sections 00950, 00960, 00970, and 02926.
00227.42Temporary Traffic Signals - Construct, adjust, and remove temporary traffic signals
according to the Plans, Sections 00950, 00960, 00990, and the following:

00227.43Portable Traffic Signals - Unless otherwise indicated in the TCP, provide and install
portable temporary traffic signals as shown and according to the following:

Locate the portable temporary traffic signal so that one vehicle signal head is directly over the Traveled Way, with a minimum vertical clearance of 17 feet. Provide conflict monitoring of green and yellow field indications. If the re are indications in conflict or if there is operational failure, set the default to red flash. 00227.44 206 Provide a method for immediate failure notification.
Do not install portable temporary traffic signals if driveways or road approaches are between the portabl e temporary traffic signals.

Inspect the installation and confirm the date and time the portable traffic signal is to be turned on. Notify the Contractor, in writing, with a li st of deficiencies that need correction. Provide timing parameters to the Contractor for input into the portable temporary traffic signal.
Before turning on the portable temporary traffic signal, correct all deficiencies identified by the Engineer. Do not change the timing parameters without the approval of the Engineer. Use flaggers according to Section 00223 to control traffic during init ial turn on of the signal. The flaggers shall remain on standby for 2 hours after the signal is turned on and operating properly.
Correct deficiencies at no additional cost to the Agency.
00227.44Existing Traffic Signals - Adjust existing traffic sig nals according to the Plans and
Sections 00950, 00960, and 00990.
00227.45Work Zone Presence Lighting System - Install the Work Zone presence lighting system
at the beginning of the Work Zone in advance of the lane closure, on the same side of the Roadway as the active Work as shown or as directed. Place each lighting unit on the outside paved Shoulder, a minimum of 4 feet from the travel lane and spaced according to the “PRESENCE LIGHTING SPACING TABLE” as shown. Delineate system lights on the Roadwa y Shoulder according to the “Flagger Station Lighting Delineation” detail as shown on the Standard Drawing, or as directed. Turn off system lights during daytime hours, or, when no active Work is taking place, all TCD have been removed from the Shoulders and Traffic Lanes and all Traffic Lanes and Shoulders are open to traffic.
System lights may be left in place on the Roadway Shoulder while Work is being performed and between Work shifts. When the system lights are not being used for more than 5 consecutive Calendar Days, remove the system lights from the Roadway Shoulder and locate the device at least 30 feet from the edge of the nearest Traffic Lane, place behind barrier system, or as directed.
Do not use W ork Zone presence lighting for other required construction lighting. If there is sufficient existing overhead lighting, Work Zone presence lighting may be eliminated as directed by the Engineer.
00227.46Temporary Flashing Beacons - Construct, adjust, and remove temporary flashing
beacons accordi ng to the Plans, Sections 00950, 00960, 00990, and the following:
Equipment remains the property of the Contractor.
00227.63 207 (b) Power Service - Be responsible for Utility coordination, hook -up, and power consumption.
Maintenance
00227.60Temporary Illumination - Maintain temporary illumination and replace M aterials as
directed.
00227.61Existing Illum ination and Sign Illumination - Maintain existing illumination and sign
illumination after adjusting or working on them until accepted.
Routine maintenance of existing illumination and sign illumination will be performed by the Agency at the Agency's expense before the Contractor Works on them and after Work on t hem is completed and accepted.
00227.62Temporary Traffic Signals - After successful turn -on of the temporary signal, except for
Equipment inside the controller cabinet, assume operation and maintenance of the temporary traffic signal until it is removed.
The operation and maintenance of the Equipment inside the controller cabinet will be the responsibility of the Agency, including:
Installation and activation of any new control equipment Any required modifications to existing control equipment or existing field wiring terminations Terminating new field wiring The Contractor is responsible for:
furnishing replacement parts that fail within the controller cabinet while the temporary traffic signal is in use. installing install new field wring as shown without terminating into the controller cabinet. Prior to the anticipated installation of any new control equipment, modification of existing control equipment, or modification of existing field wiring terminations due to stage construction, schedule field testing according to 00990.70(g). Field testing and activation of the new control equipment or modifications will occur within the same work shift. Be present at the Project Site during field testing.
After notification by the Agency, if the Contractor is notable to respond to a maintenance request for the temporary traffic signal or a request for replacement parts for the inside of the controller cabinet, Agency electricians will make repairs at the Contractor’s expense.
If the temporary traffic signal fails during operation for any reason, immediately provide flaggers to control traffic until the temporary traff ic signal is operational.
00227.63Portable Traffic Signals - After successful turn- on, perform all required maintenance
during operation of the portable traffic signal. Maintain a log for each portable traffic signal that contains at least the following information:
Dates and times when service and maintenance is performed. A description of Equipment that was serviced and a brief description of why the service was performed. All operational and Equipment failures of the unit. Repairs made to the unit. 00227.64 208 Past operational history of the unit. All timing parameters input into the controller.
The log shall remain with the corresponding portable traffic signal at all times.
The Agency will not replace or repair any part of portable traffic signals.
If the portable traffic signal fails during operation for any reason, immediately provide flaggers to control traffic until the portable traffic signal is operational. If the portable traffic signal fails a second time within 30 Calendar Days of the fir st failure, remove it from the Project and control traffic with flaggers until a replacement portable traffic signal is installed, activated, and working properly.
00227.64Existing Traffic Signals - Maintain existing signals after adjusting or working on them until
accepted. Routine maintenance of existing signals will be performed by the Agency at the Agency's expense before the Contractor Works on them and after Work on them is completed and accepted.
00227.65Work Zone Presence Lighting Sy stem - Maintain and use the Work Zone presence
lighting system according to the manufacturer’s recommendation and as directed.
When Work Zone presence lighting is in use, have on the Project Site, the following: Repair Equipment and electronic components recommended by the manufacturer. At the beginning of each shift, have an approved backup flagger station lighting available for immediate use in event of failure. Sufficient fuel to maintain continuous operation of the generator.
00227.66Temporary Flashing Beacons - After successful turn- on of the temporary flashing
beacons assume maintenance of the temporary flashing beacons until it is removed. The operation of the equipment inside the controller cabinet will be the responsibility of the Agency, exc ept the Contractor shall furnish replacement parts that fail within the controller cabinet while the temporary flashing beacons are in use.
Measurement
00227.80Measurement - No measurement of quantities will be made for temporary traffic signals ,
temporary flashing beacons, or temporary illumination.
Portable traffic signals will be measured on the unit basis, for each complete system. A complete system consists of two portable temporary traffic signals and hard wired interconnection between them. Portable temporary traffic signals damaged by Public Traffic and replaced or repaired by the Contractor will not be measured. The Work Zone presence lighting system will be measured on the unit basis, for each complete system, where initially installed on the Project. A complete system consists of the number of flagger station lighting from the “PRESENCE LIGHTING SPACING TABLE” as shown.
00227.90 209 Payment
00227.90Payment - The accepted quantities of Work performed under this Section will be paid for
at the Contract unit price, per unit of measurement, for the following items: Pay Item Unit of Measurement
Item (b) includes all required Materials called for by the Plans and Specifications.
Partial payments for Item (b) will be made as follows:
Temporary Traffic Signal Work ........................................................................................ 90% When all Agency -furnished Materials for the temporary Traffic Signal are returned ........ 10%
Item (c) includes furnishing, operating, moving, and removing the signals and all required earthwork, Bases, Surfacings, and hard wired interconnections. Item (d) includes furnishing, operating, moving, m aintaining and removing the Work Zone presence lighting system.
Item (e) includes all required Materials called for by the Plans and Specifications.
No separate or additional payment will be made for:
Removing and replacing damaged portable traffic signal Illumination and associated appurtenances shown on traffic signal poles. Furnishing, placing, maintaining, moving, and removing pole base excavation covers. Flagging as a result of temporary traffic signal failure or portable traffic signal failure, except when failure is due to loss of power from the power provider. Repairing or replacing damaged or malfunctioning flagger station lighting used as part of the lighting system. Providing backup W ork Zone presence lighting according to 00227.65 in the event it is used or not.
Flagging for initial turn-on and 2 hour standby time and for failure due to loss of power from the power provider will be paid for under the flagger Pay Item according to 00223.90.
Payment will be payment in full for furnishing, installing, moving, operating, maintaining, inspecting, and removing the Materials and TCD, and for furnishing all Equipment, labor, and Incidentals necessary to complete the Work as specified, except as covered in 00221.90(b).
Temporary illumination and temporary traffic signals damaged by Public Traffic and replaced by the Contractor will be paid for at the Contract price for the Pay Items listed in the Contract Schedule of Items or in approved Contract Change Orders, unless otherwise specified. Payment for replacing damaged TCD will only be made when: 00227.91 210 The Engineer orders it. The replacement devices are used on the Project. The damaged devices are disposed of to the Engineer's satisfaction.
00227.91Payment, Lump Sum or Incidental Basis - When the Contract indicates payment for
Work under 00221.98 Payment, Method “B” - Lump Sum Basis or 00221.99 Payment, Method “C” - Incidental Basis , no separate or additional payment will be made for Work performed under this Section. Payment will be included in payment according to 00221.98 or 00221.99.
