SECTION 102 BIDDING REQUIREMENTS AND CONDITIONS 102.1-ELIGIBILITY OF BIDDERS: All bidders on projects let to contract by the Division shall be prequalified as provided for by rules or regulations, or both, of the Commissioner. A Certificate of Qualification will be issued by the Commissioner indicating the categories of work for which the Contractor is qualified to perform for the Division.
