Roof Underlayment Requirements — Materials, Ice Barrier & High Wind
Underlayment is the roof’s backup plan, and the IRC treats it as a real water-resistive layer, not a courtesy. R905.1.1 governs what you can use and how it is applied and attached — with the requirements tightening as the slope drops, the wind speed rises, or ice dams enter the picture.
Worth knowing
- The 24 inches is measured horizontally inside the interior face of the exterior wall — on a low-slope roof with deep overhangs, that often means two full courses of membrane.
- Synthetic underlayments are legal only if they actually carry the referenced ASTM standard — check the roll label, because bargain synthetics without a listing fail plan review in strict jurisdictions.
- Double coverage on 2:12 to 4:12 shingle roofs is a real requirement inspectors check — a single lapped layer on a 3:12 porch roof is a correction notice.
- Underlayment is temporary weather protection at best. Most manufacturers limit exposure to weeks, not months — do not let a dried-in roof winter over without the covering.
