Do you need a permit?
Tempe does not require a permit for a re-roof.
Replacement of a roof covering is exempt from permit provided the replacement roof covering's classification is equal to or greater than the existing roofing classification and the new roof covering does not increase the loads imposed upon the roof structural frame beyond the original design capacity (Tempe Administrative Code, City Code Sec. 8-105, 105.2). The exemption applies to the roof covering only; replacement of any other roof assembly component requires a permit.
