Glendale's permit guidance page lists new construction, additions and alterations, roof replacements, window and door replacement or new openings, pools and spas, fences and walls above threshold, solar, and all mechanical/electrical/plumbing work as permit-required. Glendale does not publish a consolidated local amendment to the CBC/CRC 105.2 exempt list on its permit guidance page, so the state model exemptions apply for minor cosmetic work; note that Glendale layers a Design Review step onto many exterior projects that would be purely a building matter elsewhere.
