Glendale's permit guidance states that a building permit is required for fences and walls taller than 7 feet -- matching the CBC/CRC 105.2 model threshold rather than tightening it the way Oxnard and Huntington Beach do. A permit is also required regardless of height where the wall is adjacent to a slope or a structure, or is carrying a surcharge. Zoning height limits and Design Review requirements are separate from, and often stricter than, the building permit threshold.
