The general 120 square foot threshold for new structures is the closest analogue to an exemption, and California's Title 24 baseline exempts a low freestanding deck — the walking surface can sit no higher than 30 inches off the ground at any point, with no basement or lower story beneath it; the county's own page does not restate that deck threshold, so confirm with Building & Safety. In Very High Fire Hazard Severity Zones and State Responsibility Areas in the mountain communities, decks attached to dwellings must meet California WUI Chapter 7A ignition-resistant material requirements, which is a significant local constraint.
