San Bernardino County requires a permit for a fence.
San Bernardino County requires a permit for 'Fences/Block Walls over 6 ft. in height,' so fences and block walls 6 feet and under are exempt from a building permit — the California Title 24 baseline. Pool and spa barrier fencing is separately regulated under California's pool safety statutes and is not exempt. Zoning setbacks, corner sight-distance rules and, in Very High Fire Hazard Severity Zones, defensible-space requirements apply even to exempt fences. Note the split treatment: fences are measured against a 6-foot trigger while retaining walls use a 4-foot trigger.
